After Tesla entered the Jiangsu Provincial Government Procurement Catalog in July this year, government procurement platforms in Yunnan, Fujian, Jilin and other places have recently included Tesla in their procurement catalogs. According to the automobile product classification page of the "Yunnan Provincial Government Procurement Cloud Platform", Tesla Model 3 and Model Y have entered the procurement list of the product category "Automobile", and their production place is Shanghai Pudong New Area.
Previously, regarding Tesla's first entry into the government procurement catalog, a central media outlet commented that "this move makes foreign companies feel comfortable and provides a good guarantee for promoting Tesla products to enter various fields across the country." Huang Lei, regional general manager of Tesla, said that Tesla's listing on the Yunnan Provincial Government Procurement Platform reflects the fairness, openness and inclusiveness of the Chinese market, and also gives Tesla great confidence in its development. Looking across the country, high-level opening up is constantly advancing. Tesla has firmly chosen to continue to invest and expand in China, and will continue to increase its development efforts in Yunnan in the next step.
"Foreign-invested enterprises are welcome to actively participate in government procurement by leveraging their advantages of advanced technology and high-quality products." Ling Ji, Vice Minister of Commerce and Deputy Representative for International Trade Negotiations, said that the Chinese government is determined to promote high-level opening-up, expand institutional opening-up, adhere to the principle of fair competition, and introduce the Foreign Investment Law and a series of policy measures to support foreign-invested enterprises in participating in government procurement on an equal basis.
Yan Gang, professor at the School of Business Administration and Tourism Management of Yunnan University, said that China has always been committed to creating a market-oriented, law-based and internationalized business environment, and encouraging enterprises to operate and develop in accordance with laws and regulations. Tesla's entry into the government procurement catalogues of many places has given internationally renowned car companies a fair opportunity to participate in the competition, which further confirms that China treats domestic and foreign-funded enterprises equally. The open Chinese market and fair and good business environment will also provide more opportunities for the development of enterprises from all countries in China.
Tesla's data security issues have always attracted much attention. On April 28, the China Association of Automobile Manufacturers and the National Computer Network Emergency Technical Processing Coordination Center issued the "Notice on the Testing of Four Security Requirements for Automobile Data Processing (First Batch)". The notice shows that a total of 76 models of six companies including BYD, Ideal Auto, Lotus Technology, Hozon New Energy, Tesla, and NIO meet the four compliance requirements for automobile data security, of which Tesla is the only foreign-funded enterprise that meets the compliance requirements. It is reported that Tesla has built the Tesla Shanghai Data Center in 2021 to achieve localized storage and reduce the risk of leakage. In addition, a third-party agency was introduced to audit the company's information security management system and pass the security management system certification (ISO27001).
Tesla said that the car data security compliance complies with China's relevant requirements for car data processing security, which is conducive to the comprehensive lifting of restrictions on the driving and parking of Tesla and other smart cars (such as government agencies, airports, highways, etc.), and more Tesla and smart car owners can buy and use brands that meet relevant safety requirements with more confidence. This has cleared the fundamental obstacles for Tesla's development in the Chinese market. "Tesla is full of confidence in the Chinese market and will vigorously develop China as an important market for Tesla," said Huang Lei, regional general manager of Tesla.
