On August 8, the mobilization meeting for the construction of the cavern and road projects of the State Grid New Energy Zhejiang Tonglu Pumped Storage Power Station was held in Fuchunjiang Town, Tonglu County, Hangzhou City, marking the official entry of the project's construction period into the substantive construction stage.
State Grid New Energy Zhejiang Tonglu Pumped Storage Power Station is a key implementation project of the "14th Five-Year Plan" of Zhejiang Province's pumped storage power planning. It is also the largest single investment project in Tonglu, with a total investment of approximately 8.381 billion yuan.
The hub building of Tonglu Pumped Storage Power Station is mainly composed of the upper reservoir, the lower reservoir, the water transmission system, the underground powerhouse cavern group and the ground switch station. The power station is a daily regulation pure pumped storage power station, equipped with 4 350,000-kilowatt reversible pump turbine generator sets, with a total installed capacity of 1.4 million kilowatts and a designed annual power generation of 1.68 billion kilowatt-hours. After the completion of the power station, it will significantly enhance the power supply capacity and emergency support capabilities of the East China Power Grid, reduce the risk of power grid operation, and provide reliable power support for the economic and social development of the East China region. The project plans to achieve power generation of the first unit in 2030, and the overall project will be completed in 2031, with all units put into operation for power generation.
Pumped storage is the most commonly used large-scale energy storage technology and is often referred to as a "giant power bank". Wu Hongwei, deputy general manager of the State Grid New Energy East China Branch, said that compared with other energy storage methods, pumped storage has the advantages of long equipment life, large energy storage scale, high conversion efficiency, and mature technology, and is the current main force of energy storage. When electricity consumption is low, the power station will use the surplus electricity to pump water to reservoirs at higher altitudes; during peak electricity consumption, water will be released to generate electricity, converting the potential energy of water into electricity. After completion, the power station will mainly undertake the tasks of peak regulation, frequency regulation, phase regulation, energy storage, black start and system standby of the East China power grid, giving full play to its role as an "energy storage device" for the power grid.
After the power station is put into operation, it can reduce the consumption of standard coal by about 300,000 tons and reduce carbon dioxide emissions by about 600,000 tons each year. According to the carbon emission quota of 93 yuan/ton, after the completion of the Tonglu Pumped Storage Power Station, the average annual carbon reduction benefit can be about 56 million yuan. As a clean and efficient energy storage facility, the construction and operation of the Tonglu Pumped Storage Power Station will effectively promote the consumption and utilization of clean energy in Zhejiang and even East China, reduce dependence on fossil energy, reduce carbon emission intensity, and make important contributions to achieving the goals of carbon peak and carbon neutrality.
The Zhejiang Tonglu Pumped Storage Power Station project involves ecologically sensitive areas such as the Fuchun River-Xin'an River Scenic Area and Baiyunyuan Provincial Forest Park. Wu Hongwei said that the environmental protection design will fully consider the ecological environment of the project area so that the project building can be coordinated and integrated with the surrounding landscape.
Facing the construction environment of high mountains and steep slopes, Wu Hongwei introduced, "We use the domestic advanced underground cavern excavation construction method to shorten the construction period, and optimize the overall layout of the project construction from multiple angles and in all directions to achieve economical and intensive land use; at the same time, there are no waste dumps in the upper and lower reservoirs, and the excavated stones are fully utilized to maximize the efficiency of resource utilization; facing high environmental protection requirements, the project will integrate green design, green construction, and green management concepts into all aspects of power station construction, and put ecological and environmental protection first. After the completion of the project, the average annual value-added tax and surcharges during the operation period will be about 76 million yuan, and the income tax will be about 58 million yuan, which will directly provide stable and considerable tax revenue to the local finances and become a new growth point for the regional economy. At the same time, the construction and operation of the Tonglu Pumped Storage Power Station will directly drive the coordinated development of the upstream and downstream of the pumped storage industry chain. The power station is close to the Baiyunyuan Scenic Area and has beautiful natural scenery. After the completion of the power station, it will become a new highlight of eco-tourism.
