Recently, during routine inspections, the Comprehensive Administrative Law Enforcement Team of Bantian Street, Longgang District, Shenzhen City, discovered that a company had occupied a public green space on Jihua Road without approval. They immediately ordered the company to rectify the situation and filed a case for punishment.
It is reported that the law enforcement team immediately confirmed the relevant situation after discovering that the company occupied 7.7 square meters of public green space on July 10. After learning that the land was indeed a public green space, the law enforcement team issued a rectification notice on July 25, ordering the company to restore the original state within the specified period, and to conduct on-site inspection (investigation) records and interrogation records. After completing all inspections and inquiries, the law enforcement team filed a case for punishment on August 5.
It is reported that the above-mentioned occupation behavior violates the provisions of Article 36, paragraph 1 of the "Greening Regulations of Shenzhen Special Economic Zone (Revised in 2019)" prohibiting unauthorized occupation of public green spaces and Article 64, Article 36, Article 37 and Article 38. The greening authority shall order the construction to be stopped and the original state to be restored within a time limit, and impose a fine of RMB 2,000 per square meter occupied. It has decided to impose administrative penalties on the parties involved and impose a fine of RMB 15,400.
During this period, the law enforcement team continued to supervise and promote the unit to make rectifications to ensure that its actions comply with the requirements of laws and regulations, and to remove vehicles and buildings that encroach on green space in strict accordance with legal procedures. This action not only effectively cracked down on behaviors that affect the city appearance, but also conveyed to the whole society the firm determination of the law enforcement team to maintain urban order and public interests.
According to statistics, Bantian Subdistrict has investigated and dealt with 8 cases of landscaping this year, with a total fine of 2.036 million yuan. Among them, 4 cases of unauthorized removal and felling of trees, 3 cases of unauthorized occupation of public green space, and 1 case of parking a vehicle in a public green space were investigated and dealt with.
In the next step, the law enforcement team will strengthen refined management and publicity and education, continue to increase the intensity of city appearance inspections, and use daily inspections, digitalization and petition systems, telephone complaints, drone inspections and other means to increase the crackdown on illegal activities such as occupying green spaces, privately cutting down and relocating trees, occupying state-owned land for vegetable planting, breeding, and construction, and effectively ensure that the environment in the jurisdiction is clean and tidy. At the same time, the law enforcement team mobilized social forces to manage themselves, cooperate with multiple parties, and jointly maintain public green spaces, creating a good atmosphere for everyone to participate and work together to create a civilized city.
