Recently, Shaanxi Province issued the "Work Plan for Promoting the High-Quality Development of the Low-Altitude Manufacturing Industry (2024-2027)" (hereinafter referred to as the "Plan"), anchoring the goals of intelligence, integration, and service. From the five aspects of industrial chain construction, enterprise cultivation, technological research, industrial agglomeration, and cooperation and exchange, it focuses on strengthening the deep integration of scientific and technological innovation and industrial innovation, and promoting the overall leap in the level of Shaanxi's low-altitude manufacturing industry.
Strengthening the low-altitude manufacturing industry
Shaanxi has a good foundation for the development of the drone industry. China's first drone took off from here.
In early July, Shaanxi Province successfully developed its first liquid hydrogen UAV prototype and completed flight tests. The project has mastered key technologies such as liquid hydrogen refueling, liquid hydrogen fuel supply for UAVs, and liquid hydrogen UAV integration, marking an important breakthrough in Shaanxi Province's low-altitude application of liquid hydrogen.
Relying on the "China Aviation City" - Xi'an Yanliang Aviation Base, Shaanxi has built a complete aviation industry chain, gathering about a quarter of the scientific research and production forces in the domestic aviation field. In recent years, Shaanxi has vigorously developed the low-altitude manufacturing industry and has accumulated profound experience in the construction of low-altitude economic infrastructure, supporting the UAV industry chain, and the reserve of technical talents.
"The low-altitude economy market is developing rapidly, and we estimate that the company's profit this year will reach 100 million yuan," said Li Xiaogang, chairman of Xi'an Yuanchao Aviation Technology Co., Ltd. The company has independent core technologies in the three key core systems of drones - overall design, avionics, and flight control, and is in a leading position in the industry.
The booming development of the low-altitude economy has not only promoted the upgrading of traditional industries, but also spawned a series of new occupations.
"At present, there is a shortage of about one million drone pilots, and the drone pilots and technical workers trained by our school are in short supply." Ye Ting, dean of the School of General Aviation at Xi'an Aeronautical Vocational and Technical College, introduced that the school took the lead in establishing a national industrial drone industry-education integration community, and jointly built an industry-education integration community and 19 drone simulation flight training bases with leading enterprises, and carried out skill training and technical services across the country.
"Today, Shaanxi has mature experience in drone technology research and development, low-altitude project industrial supporting and industrial planning and design." Su Fengxiang, deputy director of the Northwest Low-altitude Economy Research Institute, believes that Shaanxi has many business entities, abundant talent reserves, and a complete industrial chain and supply chain layout. The low-altitude economy may become an important means to rapidly enhance the level of Shaanxi's low-altitude manufacturing industry.
Building a low-altitude industrial cluster
"Thanks to the 290 square kilometers of clear air conditions and a series of innovative application scenarios, Shenmu has become the 'take-off place' for building a low-altitude economic industrial cluster at the northern gate of Shaanxi." Yang Gangqiang, deputy director of the Comprehensive Logistics Service Center of Shenmu Industrial Park, told reporters.
Shenmu, Shaanxi, a city known as China's largest coal-producing county (city), is showing its potential in developing low-altitude economy and building aviation industry clusters. Yang Gangqiang introduced that due to the needs of more than 100 local mines, oil wells and other application scenarios, Shenmu Xisha General Airport undertakes aviation training, drone testing and general aviation flight support. The continuous improvement of airport infrastructure can further enhance the basic conditions for the development of Shenmu's low-altitude economy.
Shenmu in Shaanxi is not an isolated case. In the race to become the "low-altitude city", Shaanxi-related enterprises are actively exploring the layout of drone test platforms, pilot platforms, and airworthiness test service centers.
On June 2, the Civil Aircraft Flight Test Center of the Aviation Industry Corporation of China was unveiled in Pucheng County, Weinan, Shaanxi, providing a convenient test flight platform for civil aircraft, including low-altitude aircraft. Ten days later, the Honghu-100 commercial unmanned transport aircraft successfully completed its maiden flight at the Xi'an Lantian General Airport, laying the foundation for the development of heavy unmanned transport aircraft in Shaanxi.
Relevant data show that as of July this year, there were 68,000 general aviation and drone-related companies in China, with Shaanxi ranking fifth with 3,452 companies. Among them, Xi'an has a total of 2,869 related companies, ranking third on the national city list.
"Looking to the future, it is recommended that Shaanxi establish a low-altitude economic demonstration industrial park to focus on the development of low-altitude manufacturing, low-altitude flight, low-altitude support and comprehensive service industrial clusters." Su Fengxiang said that the plan has determined the overall idea of ​​Shaanxi's development of the low-altitude manufacturing industry and plays an important leading role.
A relevant person in charge from the Equipment Industry Division of the Shaanxi Provincial Department of Industry and Information Technology said that Shaanxi Province will develop the low-altitude manufacturing industry with the drone industry as the main line, develop low-altitude aircraft in all directions, and create a more competitive low-altitude manufacturing industry cluster.
