The notice makes it clear that the special campaign to combat illegal and irregular activities will severely investigate and punish the inconsistency between the registered units of professional and technical personnel such as registered survey and design engineers, registered architects, construction engineers, supervision engineers, cost engineers in the field of engineering construction and the actual work units, as well as the "hanging certificates" illegal and irregular activities such as renting or lending registered professional qualification certificates.
The main work arrangements for this special campaign to combat illegal and irregular behaviors are divided into two stages: self-inspection and self-correction, and investigation and handling.
The self-examination and self-correction stage is from August to October 2024. Local housing and urban-rural development and human resources and social security departments at all levels are responsible for organizing self-examination and self-correction work within their administrative regions, guiding and urging professional and technical personnel in the field of engineering construction in the region and relevant units such as survey, design, construction, supervision, and cost consulting to carry out self-examination and self-correction. Relevant professional and technical personnel and units should conduct self-examinations on whether there are illegal and irregular behaviors such as "hanging certificates" in accordance with relevant laws and regulations. If there are related problems, they should go through the cancellation procedures in a timely manner. For personnel and units that have made timely rectifications during the self-examination and self-correction period, their relevant responsibilities may no longer be pursued depending on the circumstances.
The investigation and handling stage is from November 2024 to February 2025. The main content of the work is a comprehensive investigation. Local housing and urban-rural development and human resources and social security departments at all levels organize a comprehensive investigation, and conduct a comprehensive comparison and investigation of professional and technical personnel in the field of engineering construction in the region in combination with information such as social security payments and housing provident fund deposits, focusing on verifying the inconsistency between the registered unit and the social security payment and housing provident fund payment unit. The registration license of the personnel who "hang certificates" in violation of the regulations shall be revoked in accordance with the law and regulations, and they shall not apply for registration again within 3 years. The units that illegally use "hanging certificates" shall be made public and included in the dynamic verification of qualifications; intermediary service agencies that violate the regulations shall be severely investigated and dealt with in accordance with the law, and ordered to rectify within a time limit. In addition, the notice pointed out that local housing and urban-rural development and human resources and social security departments at all levels should publish complaint and reporting methods, register and seriously investigate and deal with complaints and reports one by one; they should give full play to the role of the public service platform for construction market supervision and related credit information platforms, and record the bad behavior of units and individuals found to have violated laws and regulations on the platform, and announce it to the public, so as to strengthen the punishment of breach of trust and social supervision.
