"In July, our company exported 57 used cars. From January to July, the company has received orders for nearly 1,500 used cars. This year, the company's goal is to export 3,000 used cars and create an export volume of 500 million yuan." When talking about development prospects, Li Xianlin is full of confidence.
The good business performance of Silk Road Automobile is a microcosm of the development of China (Guiyang) Used Car Export Base. On December 6, 2022, Guiyang was approved as a region for the export of used cars. Since then, the development of used car export business has made many breakthroughs. On May 24, 2023, the first business was exported to Kyrgyzstan, achieving a breakthrough in the export of used cars from Guiyang and Guizhou. On December 1, 2023, China (Guiyang) Used Car Export Base was put into use in Guiyang Comprehensive Bonded Zone. On June 19 this year, Zhucheng Customs issued the first used car export certificate of origin in the province for Silk Road Automobile. According to statistics, from January to July 2024, Guiyang Comprehensive Bonded Zone has gathered more than 10 upstream and downstream enterprises in the export of used cars, exported 1,074 vehicles, and the export value reached more than 160 million yuan.
After the establishment of China (Guiyang) Used Car Export Base, Guiyang Comprehensive Bonded Zone has placed great importance on the layout of overseas logistics and distribution systems, overseas after-sales service systems, and overseas assembly and processing systems. Through a series of measures such as encouraging enterprises to establish overseas warehouses, participate in domestic and foreign international exhibitions, and provide financing facilities to enterprises, it has gradually promoted Guiyang's used car exports to enter the "fast lane".
"We have introduced third-party industry-leading companies to implement operations, dig deep into the reserve of used car export orders, and cooperate with nearly 20 domestic and foreign chambers of commerce, including the UAE Guizhou Chamber of Commerce and the South Africa Guizhou Chamber of Commerce. We actively organized used car companies in the zone to participate in the Canton Fair. During this year's Canton Fair, we facilitated the transaction volume of used car companies' orders exceeding US$5 million." Zhou Zeyu, deputy director of the Commerce and Trade Section of the Guiyang Comprehensive Bonded Zone Commerce Bureau, said that currently 60% of used car export orders require a used car certificate of origin, especially in major markets such as Central Asia, Southeast Asia, and Africa. On June 19, the Guiyang Comprehensive Bonded Zone promoted the Zhucheng Customs under the Guiyang Customs to issue the province's first used car export certificate of origin for Silk Road Automobile, which is conducive to reducing export costs for enterprises.
Under the guidance and encouragement of a series of policies of Guiyang Comprehensive Bonded Zone, the pace of second-hand car export enterprises in the area to expand overseas markets has significantly accelerated. In December last year, Silk Road Automobile established a port transit service center in Horgos, Xinjiang, the largest land port for automobile exports in the country. After the establishment of the center, the transportation time can be shortened by 10 to 15 days, and the transportation cost can be saved by 5,000 to 7,000 yuan per car. In March this year, the construction of Silk Road Automobile's Vientiane Overseas After-sales Service Center in Laos began. This is the company's third overseas after-sales service center after Almaty, Kazakhstan, and St. Petersburg, Russia. After completion, it will effectively improve the company's overseas after-sales service system. In May this year, Silk Road Automobile's overseas warehouse in Almaty, Kazakhstan was put into use, equipped with automobile sales showrooms, auto parts warehouses, car warehouses, car friends cafes, charging pile stations and other service facilities, providing overseas customers with one-stop services for buying, maintaining and relaxing cars.
At the same time, the Guiyang Comprehensive Bonded Zone has strengthened the linkage communication mechanism with the customs, commerce, public security, foreign exchange, taxation, market supervision and other departments, strengthened coordination and cooperation, and continued to promote the service and supervision of the second-hand car export business, creating a high-quality business environment and providing the greatest convenience for the second-hand car export business. The government service hall of the Guiyang Comprehensive Bonded Zone has opened a one-stop service platform for the export of second-hand cars in China (Guiyang), and the traffic control, customs and other departments have set up special windows to handle business. Zhucheng Customs implements a 7×24-hour inspection and reporting work mechanism, giving priority to handling the review, inspection, release and other businesses for enterprises. At the same time, it has created an innovative business model of "second-hand cars + Guiyang Comprehensive Bonded Zone + Guiyang International Land Port", so that the export of second-hand cars can be smoothly shipped to the sea by international trains such as the Central Asia Express, the China-Europe Express, and the China-Laos Express. Provincial and municipal taxation departments continue to optimize the process and shorten the time for enterprises to handle the export tax rebate process.
"The export of used cars involves many links and complex processes, involving quality control, standard certification, sales channels and other aspects, which requires cooperation from all parties. We will continue to improve support policies such as the facilitation of used car exports, help industry organizations build a used car export platform information center, regularly publish statistics on various information, and drive the steady development of foreign trade related to used car exports, and strive to make used car exports a highlight of the province's foreign trade imports and exports."
