Development and Reform Commissions and Energy Bureaus of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps; Economic and Information Technology Commissions (Commissions of Industry and Information Technology, Departments of Industry and Information Technology) of Tianjin, Liaoning, Shanghai, Shandong, Chongqing, and Gansu; all dispatched offices of the National Energy Administration; State Grid Corporation of China, China Southern Power Grid Co., Ltd., Inner Mongolia Electric Power (Group) Co., Ltd., China Electric Power Planning and Design Institute, and China Hydropower and Water Resources Planning and Design Institute:
To help achieve carbon peak and carbon neutrality and promote the high-quality development of renewable energy, in accordance with the relevant arrangements of the renewable energy power consumption guarantee mechanism, the renewable energy power consumption responsibility weights and green electricity consumption ratio targets for key industries in 2024 and 2025 are now issued to you, and the relevant matters are notified as follows.
1. The 2024 renewable energy power consumption responsibility weights issued this time are binding indicators, and each province (autonomous region, municipality) will be assessed and evaluated based on them; the 2025 weights are expected indicators, and each province (autonomous region, municipality) will carry out project reserves based on them. The 2024 renewable energy power consumption responsibility weights of each province (autonomous region, municipality) are shown in Annex 1, and the expected weight targets for 2025 are shown in Annex 2.
2. According to the "2024-2025 Energy Conservation and Carbon Reduction Action Plan" (Guofa [2024] No. 12) issued by the State Council, in order to promote the decomposition of the responsibility weight of renewable energy power consumption to key energy-consuming units, a new green electricity consumption ratio target for the electrolytic aluminum industry is set this year. The green electricity consumption ratio of the electrolytic aluminum industry in 2024 and 2025 for each province (autonomous region, municipality directly under the central government) is shown in Annex 3.
3. The completion of the responsibility weight of renewable energy power consumption in each province (autonomous region, municipality directly under the central government) shall be calculated based on the actual physical quantity consumed. If it is not completed in the current year, it shall be transferred to the next year on an annual basis. The completion of the green power consumption ratio of enterprises in the electrolytic aluminum industry shall be calculated based on green certificates, which will only be monitored but not assessed in 2024.
4. Each province (autonomous region, municipality) shall reasonably arrange the scale of guaranteed grid connection of wind power and photovoltaic power generation in the province (autonomous region, municipality) according to the responsibility weight of non-hydropower consumption. Strictly implement the requirements for the proportion of renewable energy electricity in the west-to-east power transmission and inter-provincial and inter-regional transmission channels. In principle, the proportion in 2024 shall not be lower than the actual implementation in 2023. Northern Hebei, western Inner Mongolia, Qinghai, Gansu and other regions should take practical measures to improve consumption capacity, strengthen monitoring and early warning, and ensure that the consumption and utilization of new energy is at a reasonable level.
5. All provincial energy authorities shall, together with the economic operation management departments, take the lead in actively promoting the construction of renewable energy power in their regions in accordance with the weight of consumption responsibility, carry out inter-provincial and inter-regional power transactions, formulate implementation plans for renewable energy power consumption in their administrative regions, and effectively implement the weights to the entities that bear the responsibility for consumption. All provincial energy authorities shall, together with the Ministry of Industry and Information Technology, the Ministry of Environmental Protection and other departments, formulate a decomposition plan for the proportion of green electricity consumption, determine the list of enterprises in the electrolytic aluminum industry, calculate the green electricity consumption that should be achieved according to their annual electricity consumption and the green electricity consumption ratio issued by the state, and calculate the completion status with the green certificates held. Before the end of February 2025, all provincial energy authorities shall submit to the National Development and Reform Commission and the National Energy Administration the completion status of the weight of renewable energy power consumption responsibility and the proportion of green electricity consumption in the electrolytic aluminum industry in 2024.
6. All power grid companies should earnestly assume organizational responsibilities, closely cooperate with provincial energy authorities, organize dispatching, operation and trading departments according to the weight of consumption responsibility, and conscientiously carry out grid connection and consumption of renewable energy power, inter-provincial and inter-regional transmission and market trading. Before the end of January 2025, the State Grid Corporation of China, provincial power grid companies affiliated to the China Southern Power Grid and Inner Mongolia Electric Power (Group) Co., Ltd. shall submit to the provincial energy authorities, economic operation management departments and relevant dispatched agencies of the National Energy Administration the completion of renewable energy power consumption in their operating areas and the entities responsible for consumption in 2024.
7. All dispatched agencies of the National Energy Administration must earnestly assume regulatory responsibilities, actively coordinate the implementation of the grid connection and consumption of renewable energy electricity and cross-provincial and cross-regional trading, supervise the completion of the consumption responsibility weights and the proportion of green electricity consumption in the electrolytic aluminum industry within the regulatory area, and submit the 2024 supervision situation to the National Development and Reform Commission and the National Energy Administration before the end of February 2025.
The National Development and Reform Commission and the National Energy Administration will organize the State Grid Planning and Design Institute, the China Hydropower Research Institute, the Energy Research Institute of the National Development and Reform Commission and other units to track and monitor the progress of renewable energy power construction and the level of consumption and utilization in each provincial administrative region on a monthly basis, and report on the completion of the consumption responsibility weight of each provincial administrative region on an annual basis. At the same time, monitor and evaluate the completion of the green electricity consumption ratio in the electrolytic aluminum industry.
