Today, Beijing Municipal Transportation Comprehensive Law Enforcement Corps reported a recent law enforcement case in which a taxi driver was fined 800 yuan for not using the meter. In order to further standardize the taxi industry's business practices and improve the quality of taxi services, the city's transportation law enforcement department has launched a special rectification campaign for the taxi industry since July, increasing the intensity of crackdowns on illegal taxi service behaviors such as refusal to pick up passengers, bargaining, and detours.
On July 30, the Fifth Brigade of the Municipal Transportation Comprehensive Law Enforcement Corps received a complaint from a citizen that a passenger took a taxi from the Sanlitun Taxi Dispatch Station to Maizidian, but the driver did not use the meter and charged the passenger 40 yuan via WeChat. The Fifth Brigade Investigation Team conducted on-site inspections at the boarding and alighting locations and retrieved surveillance videos. The driver of the taxi with license plate number Beijing BD***22 was fined 800 yuan and interviewed the taxi company to which the vehicle belonged, urging the company to strengthen driver education and refund the passenger's fare.
On July 15, after receiving a report from a citizen, the 12th Detachment of the Municipal Transportation Comprehensive Law Enforcement Corps conducted an investigation through big data and other means, and seized the Beijing BD***53 taxi at the taxi parking lot of Daxing International Airport. It was found that the taxi meter seal had been damaged and privately modified, and the taxi meter mileage was controlled by a remote control and overcharged. After investigation, the 12th Detachment imposed an administrative penalty of 10,000 yuan on the taxi company to which the vehicle belonged for its violations.
Since the launch of the special rectification, the traffic law enforcement department has urged more than 180 enterprises in the city to formulate and implement rectification plans. It has interviewed more than 20 enterprises with prominent problems, urged them to rectify more than 30 problems, investigated and dealt with more than 2,600 illegal and irregular behaviors such as irregular services in the taxi industry, and citizen complaints and reports have been declining for two consecutive weeks. The service quality of the taxi industry is steadily improving.
During the operation, the traffic law enforcement department strengthened source supervision of enterprises, regularly reported violations of laws and regulations and complaints to all taxi companies in the city, conducted key interviews with companies with prominent problems, supervised rectification, and organized a number of model worker lectures and company leader training sessions to stimulate taxi drivers' enthusiasm and sense of responsibility.
In terms of strengthening law enforcement inspections, special on-duty patrols have been organized around key areas such as the core area of the Forbidden City, Qianmen area, the airport, the administrative office area of the sub-center, and Universal Studios Resort. Combined with key time periods such as peak passenger flow, strict inspections and controls have been carried out at key points such as taxi pick-up and drop-off areas, dispatching stations, and parking areas. We will strictly investigate illegal and irregular behaviors such as refusal to carry passengers, privately modifying meters, bargaining, taking detours, charging illegal fees, failing to use the air conditioner in the car as requested by the passengers, as well as smoking, strange smells in the car, and insulting passengers.
During the summer travel season, traffic law enforcement departments will continue to conduct all-round and multi-angle supervision of taxi companies by strengthening joint inspections, special inspections and other law enforcement methods, and rely on big data information technology to improve the quality and efficiency of law enforcement and supervision through non-site law enforcement methods, further urge the improvement of the taxi industry's service quality, and enhance passengers' travel experience.
Traffic law enforcement departments also remind passengers that they must take regular vehicles with relevant operating certificates. If a taxi infringes on their legal rights, they can call 12328 to file a complaint and keep the ticket and other relevant evidence.
