First Place! International Competition for the Design of Mongolia's New Capital City

From July 28 to August 1, 2024, the Mongolian government held a public exhibition and the second round of international expert review for the international competition for the "Master Plan for Rebuilding New Kharkhorin". A total of 11 expert reviewers were formed, including doctors and professors from Cornell University in the United States and experts from Poland, Germany, South Korea, Mongolia and other countries.

428 teams from 54 countries registered for the international competition, of which 36 best proposals from 18 countries including Mongolia, China, Russia, the United States, Japan, the United Kingdom, Italy, Mexico, Luxembourg, Indonesia, Greece, India and the Netherlands were selected for the second round of review. These 36 planning schemes were exhibited on the fourth floor of MPM Event Hall in Ulaanbaatar, the capital of Mongolia, at the same time to solicit public opinions.

After integrating the expert group's scores and the public's scores, the "ENTERNAL CITY ENTERNAL LIFE-New Harakorum, the Eternal City of Life" proposed by the consortium of Urbangene Inc and East China Architectural Design Institute Co., Ltd. for the new capital finally stood out among more than 400 proposals and won the first place in the international competition!


Connecting the old city, the new city and Ulaanbaatar

The Mongolian people have worshipped nature since ancient times and have had a nomadic lifestyle that blends in with nature for thousands of years. The belief in the "Eternal Blue Sky" is the cornerstone of their culture. Based on a systematic study of Mongolia's history, politics, culture, economic difficulties and development demands, the consortium team proposed a solution that combines traditional and future wisdom, with "Eternal" as the core value concept, and proposed a comprehensive planning solution for the new Karakorum that is not limited to spatial design.

In the planning scheme, the new city will become the continuation of the adjacent Orkhon River Valley National Park, reunite the spiritual totems of the new generation of Mongolia, and become an important gateway and economic center on the Eurasian continent. The axis and city wall structure, which are derived from the spatial essence of the ancient grassland city, will reproduce the unique urban image of the Mongolian capital. The concept of a cell city with complex functions and self-organizing ability constitutes the urban texture, which will maximize the flexibility of the new city and ensure the sustainable growth of the new Kharakhorin.

This innovative and visionary urban planning scheme, generated based on in-depth research into Mongolia’s unique cultural, climatic, geographical and social environment, received unanimous praise from the expert jury and the public.

International Competition Background

As the capital of Mongolia, Ulaanbaatar is surrounded by mountains and occupies only 0.3% of the country's land area, but it concentrates 50% of the country's population, 66% of GDP, 61% of medical facilities and 96% of higher education institutions. This concentration brings social, economic and environmental challenges, especially increased disaster risks. To address these issues and ensure sustainable development, Mongolia plans to build a "New Karakorum" city, which aims to balance regional development, create jobs, and prioritize the well-being of humans and animals.

On December 20, 2022, Mongolian President U. Khurelsukh issued Decree No. 230 entitled "Reconstruction of Kharakorum". According to the government decree on the restoration and reconstruction of Kharakorum, 189,000 hectares of land in the Orkhon River Valley in the provinces of Kandakhoai and Arkhangai were expropriated for special national purposes. In the planning and construction of the city, the government, administration and international organizations, embassies of various countries in Mongolia, social, health, infrastructure, high-tech industries, housing, culture and art, tourism, green facilities and other service industries will be involved, and they are committed to building a smart city.
