On August 5, the Supreme People's Procuratorate announced that Liu Handong, former member of the Party Leadership Group and deputy director of the Standing Committee of the Jiangsu Provincial People's Congress, was prosecuted.

Liu Handong was born in August 1959 in Shucheng, Anhui Province. He graduated from the Central Party School. He joined the Communist Party of China in December 1984 and started working in October 1977.

Liu Handong worked in Jiangpu County, Jiangsu Province for many years. In November 2001, he was promoted to member of the Standing Committee of the Nanjing Municipal Party Committee and Secretary of the Political and Legal Affairs Commission. He also served as Secretary of the Jiangpu County Party Committee and County Magistrate. Since then, Liu Handong has served as Secretary of the Pukou District Party Committee and Secretary of the Jiangning District Party Committee.

In April 2008, Liu Handong took office in Zhenjiang and became mayor in January of the following year.

In January 2012, Liu Handong was appointed as the Director and Party Secretary of the Jiangsu Provincial Department of Finance and concurrently the Party Secretary of the Provincial Local Taxation Bureau.

Six years later, in January 2018, Liu Handong assumed the new post of deputy director and member of the Party Leadership Group of the Standing Committee of the Jiangsu Provincial People's Congress. The following month, he resigned from his posts as director and Party Leadership Group Secretary of the Jiangsu Provincial Department of Finance and concurrently Party Leadership Group Secretary of the Provincial Local Taxation Bureau.

In January 2023, Liu Handong resigned as vice chairman of the Standing Committee of the Jiangsu Provincial People's Congress and was investigated in April 2023.

In February this year, Liu Handong was expelled from the party.

He used his position to help others make profits in land transfer and business operations, and illegally accepted huge amounts of money and property.

According to the Supreme People's Procuratorate, the case of Liu Handong suspected of taking bribes, abusing his power and illegally reselling land use rights was investigated by the National Supervisory Commission and concluded by the Yangzhou Public Security Bureau of Jiangsu Province. It was designated by the Supreme People's Procuratorate to be reviewed and prosecuted by the Xiangyang People's Procuratorate of Hubei Province.

Recently, the People's Procuratorate of Xiangyang City has filed a public prosecution with the Xiangyang Intermediate People's Court.

While serving as secretary and county magistrate of Jiangpu County, Jiangsu Province, member of the Standing Committee of Nanjing Municipal Committee, secretary of Nanjing Pukou District Committee, secretary and director of Jiangsu Provincial Department of Finance and concurrently secretary of the Party Committee of Jiangsu Provincial Local Taxation Bureau, he abused his power in matters such as the transfer of land use rights and exemption of land value-added tax, causing major losses to public property, the interests of the state and the people, and the circumstances were particularly serious;

Resigned from the provincial people's congress nearly three months ago

On January 19 this year, the fourth plenary session of the first session of the 14th People's Congress of Jiangsu Province was held to elect the chairman, vice-chairman, secretary-general and members of the Standing Committee of the 14th People's Congress of Jiangsu Province.

After the change of leadership, Liu Handong resigned as the vice chairman of the Standing Committee of the Jiangsu Provincial People's Congress, and there has been little news about him in the media since then. Before the change of leadership, he attended the relevant meetings of the Jiangsu Provincial Two Sessions as usual, and before that he also attended various activities normally.

For example, on January 5, the Finance and Economics Committee of the Jiangsu Provincial People's Congress held a preliminary review meeting of the draft plan. Liu Handong attended the meeting and delivered a speech as the vice chairman of the Provincial People's Congress Standing Committee.

According to information, Liu Handong is from Anhui Province, but his career experience is all in Jiangsu Province. He has a rich personal resume. In his early years, he worked as a fitter at the General Machinery Factory in Jiangpu County, Nanjing City, Jiangsu Province. After the resumption of the college entrance examination, he was admitted to the Nanjing Teacher Training College of Nanjing Normal University.

After graduation, he became a teacher at a middle school in Jiangpu County. In 1984, Liu Handong's fate took a turn for the better, and he was transferred to work in the Jiangpu County Party Committee Office. This was the start of his career, and he was promoted from deputy township head to township head, and then to Jiangpu County Party Committee Secretary.

In November 2001, Liu Handong was promoted from Secretary of the Jiangpu County Party Committee to Member of the Standing Committee of the Nanjing Municipal Party Committee and Secretary of the Political and Legal Affairs Commission, while continuing to serve concurrently as Secretary of the Jiangpu County Party Committee and County Magistrate.

In April 2002, the government abolished Pukou District and Jiangpu County and merged them into the new Pukou District. In the following month of the same year, Liu Handong was appointed as member of the Standing Committee of the Nanjing Municipal Party Committee, Secretary of the Political and Legal Affairs Commission, Secretary of the Pukou District Party Committee, and Secretary of the Party Working Committee of Nanjing High-tech Industrial Development Zone.

Afterwards, he served successively as member of the Standing Committee of the Nanjing Municipal Party Committee, Secretary of the Political and Legal Affairs Commission, and Secretary of the Jiangning District Party Committee; member of the Standing Committee of the Nanjing Municipal Party Committee and Secretary of the Jiangning District Party Committee; Deputy Secretary and Mayor of Zhenjiang Municipal Party Committee; Director and Party Secretary of the Jiangsu Provincial Department of Finance and concurrently Secretary of the Party Leadership Group of the Provincial Local Taxation Bureau.

In 2018, Liu Handong transferred to the Jiangsu Provincial People's Congress and served as vice chairman of the Provincial People's Congress Standing Committee. He stepped down in January this year, and was officially announced to be under investigation nearly three months after his resignation.

Many former subordinates were investigated one after another

Nanjing is the place where Liu Handong has worked the longest. Except for serving as acting mayor and mayor of Zhenjiang, he has worked in Nanjing for more than 40 years, whether in districts and counties of Nanjing or in the Jiangsu Provincial Department of Finance and the Standing Committee of the Provincial People's Congress.

It is worth noting that recently, many of Liu Handong's former subordinates have been investigated one after another. In November and December last year, Yan Minglin, deputy district-level cadre of Jiangning District, Nanjing, and director of the Shangfang District Old City Reconstruction Management Committee, Cheng Yuxiang, a former bureau-level cadre of Nanjing, and Wang Lei, a first-level inspector of the Nanjing Transportation Bureau, were investigated one after another.

Yan Minglin, Cheng Yuxiang and Wang Lei are all from Nanjing. Yan Minglin has worked in Nanjing Jiangning District for a long time. When Liu Handong was a member of the Standing Committee of the Nanjing Municipal Party Committee and Secretary of the Jiangning District Party Committee, Yan Minglin was promoted from Assistant to the Mayor of Jiangning District to Deputy Mayor of Jiangning District.

Cheng Yuxiang worked in Jiangning District, Jianye District and Pukou District for a long time. In December 2014, he was appointed as deputy secretary of the Party Working Committee (in preparation) and deputy director of the Management Committee (in preparation) of Nanjing Jiangbei New Area. However, he was dismissed from the position in March of the following year and retired in July 2016.

When Liu Handong was in charge of Jiangning District, Cheng Yuxiang served as deputy secretary of the Jiangning District Committee and secretary of the Party Working Committee and director of the Management Committee of Jiangning Binjiang Economic Development Zone. When Cheng Yuxiang was investigated, he had been retired for more than six years.

Wang Lei has worked in Jiangning District and Pukou District for a long time. He has also served as the mayor of Pukou District, director of the Management Committee of Nanjing High-tech Industrial Development Zone, and secretary of the Party Committee and director of Nanjing Municipal Transportation Bureau. In July 2021, he was appointed as the first-level inspector of Nanjing Municipal Transportation Bureau.

When Liu Handong was the secretary of Jiangning District Committee, Wang Lei was a member of the Standing Committee of Jiangning District Committee of Nanjing. In addition, Liu Handong served as the acting mayor and mayor of Zhenjiang for nearly four years, and then served as the director of Jiangsu Provincial Department of Finance for six years.

During his work in Zhenjiang, the media mentioned that Liu Handong was the first person responsible for the construction of the party's work style and clean government in the Zhenjiang Municipal Government system. He personally inquired about and deployed the city's financial management system reform and the economic responsibility audit of leading cadres.



Liu Handong is the first provincial and ministerial-level official in Jiangsu to be investigated since the 20th National Congress

According to media reports, when he was in charge of the Jiangsu Provincial Department of Finance, he particularly emphasized financial discipline, saying that it is necessary to rely on financial discipline as a powerful weapon to guide financial work, standardize financial operations, and maintain financial order.

At that time, the media asked, "What major impact will this have given the current frequent violations of financial discipline?" Liu Handong replied, "Some comrades mistakenly believe that as long as they don't put the money into their own pockets, they can use the fiscal funds at will. Some of these problems have consumed and wasted fiscal and economic resources, and some have even put individuals behind bars, causing immeasurable losses to the Party and the people."

The financial department holds the right to recommend the allocation of financial funds and the right to manage and supervise. Regarding the anti-corruption work in the financial system, Liu Handong once asked the financial departments at all levels in Jiangsu to emphasize system construction, so as to achieve the goal of using systems to manage power, manage affairs, and manage people.

While serving as the director of the Jiangsu Provincial Department of Finance, Liu Handong also served as the party secretary of the Jiangsu Provincial Local Taxation Bureau. The third inspection team of the Jiangsu Provincial Party Committee conducted a special inspection of the Provincial Local Taxation Bureau from August to September 2016.

From the subsequent rectification notice, it can be seen that the inspection team’s feedback mentioned that some leading cadres had a weak sense of the overall situation, had a parochial mentality, the team cohesion was not strong, violations of regulations and discipline occurred frequently within the system, and that in the selection of cadres there were sometimes problems such as insufficient communication, inconsistent selection standards, preferential promotion, and "leaking of information."

It is understood that Liu Handong is the first provincial and ministerial-level official in Jiangsu to be investigated since the 20th National Congress. The last provincial and ministerial-level official in Jiangsu to be investigated was Zhang Jinghua, former deputy secretary of the Jiangsu Provincial Party Committee. Zhang Jinghua was investigated before the 20th National Congress and had served as secretary of the Zhenjiang Municipal Party Committee and Nanjing Municipal Party Committee.

Zhang Jinghua was investigated in December 2021. In the same month, the Party Leadership Group of the Standing Committee of the Jiangsu Provincial People's Congress held an enlarged meeting to convey the central government's decision to conduct a disciplinary review and supervisory investigation on Zhang Jinghua. Liu Handong, then deputy director of the Standing Committee of the Jiangsu Provincial People's Congress, attended the meeting.

The official report mentioned that Zhang Jinghua used the convenience of his positions as Secretary of the Zhenjiang Municipal Party Committee, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Nanjing Municipal Party Committee and Secretary of the Party Working Committee of the Nanjing Jiangbei New Area, and Deputy Secretary of the Provincial Party Committee to provide assistance to relevant units and individuals in engineering contracting, project development, debt collection, and promotion, and illegally accepted property from others in an extremely large amount.
