According to the WeChat public account of Liaoning Daily, on July 31, Liaoning Province held a military-civilian symposium to celebrate the 97th anniversary of the founding of the Chinese People's Liberation Army. The symposium was held in Shenyang to celebrate the 97th anniversary of the founding of the People's Liberation Army. The symposium was held to share the deep affection between the military and the people, enhance the unity between the military and the people, and jointly implement the national strategy and write a new chapter of the development of the military-civilian symposium. Hao Peng, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Congress Standing Committee, attended the symposium and delivered a speech. Huang Ming, Commander of the Northern Theater Command, attended the symposium.

The above news shows that Huang Ming has been appointed commander of the Northern Theater Command.

Public reports show that Huang Ming was born in 1963, from Yixing, Jiangsu Province, and is a member of the 20th Central Committee.

Huang Ming once served in a mechanized division of the former Shenyang Military Region and in several group armies from north to south. He was once the division commander, chief of staff, and army commander.

In July 2014, Huang Ming was promoted to the rank of major general. Public reports in 2019 showed that Huang Ming had been appointed deputy commander of the Army, and at the end of that year, Huang Ming was promoted to the rank of lieutenant general.

In January 2023, Huang Ming made his first public appearance as the commander of the Central Theater Command and was promoted to the rank of general.

It is worth mentioning that on September 3, 2015, in the military parade commemorating the 70th anniversary of the victory of the War of Resistance Against Japanese Aggression, Huang Ming and Wu Yanan served as the leaders of the "Pingxingguan Battle Assault Company" heroic team. During the War of Resistance Against Japanese Aggression, the "Pingxingguan Battle Assault Company" was affiliated to the 343rd Brigade of the 115th Division of the Eighth Route Army. In the Pingxingguan Battle, the 115th Division wiped out more than 1,000 Japanese troops in one fell swoop, and its reputation spread all over the world.

General Wu Yanan, who once served as the leader of the "Pingxingguan Battle Assault Company" model team together with Huang Ming, has recently assumed his new post as commander of the Southern Theater Command.

The previous commander of the Northern Theater Command was General Wang Qiang.
