According to the Ministry of Commerce website, the Ministry of Commerce spokesperson answered reporters' questions on optimizing and adjusting drone export control measures.

Q: The Ministry of Commerce, the General Administration of Customs, and the Equipment Development Department of the Central Military Commission jointly issued an announcement to optimize and adjust export control measures for drones. What are the considerations behind China's export control policy?

A: With approval, on July 31, the Ministry of Commerce of China, together with relevant departments, issued an announcement on optimizing and adjusting export control measures for drones, adjusting the control standards for some important drone components such as infrared imaging equipment and lasers used for target indication, adding high-precision inertial measurement equipment to the control scope, canceling temporary control on certain consumer drones, and prohibiting the export of all uncontrolled civilian drones for the proliferation of weapons of mass destruction, terrorist activities or military purposes. The above policy will be officially implemented on September 1.

On July 31, 2023, the Chinese government issued relevant policies on drone export control. In the past year since its implementation, the Ministry of Commerce, together with relevant departments, has widely listened to the opinions and suggestions of various stakeholders, conducted careful evaluations in accordance with the provisions of the Export Control Law, and made decisions on optimization and adjustment in light of the development needs of the situation. This adjustment reflects the control concept of coordinating development and security, which is conducive to better safeguarding China's national security and interests, better fulfilling international obligations such as non-proliferation, and ensuring the security and stability of the global industrial chain and supply chain.

China has always believed that scientific and technological progress should benefit people of all countries. The Chinese government firmly supports Chinese companies in international trade and cooperation in the civilian field of drones, opposes the illegal use of civilian drones for non-peaceful purposes, and opposes individual countries' arbitrary use of drones as an excuse to impose illegal sanctions on Chinese companies and individuals. China will continue to track and evaluate the export of drones and adjust and improve relevant policies in a timely manner.
