On June 22, Su Jiulei, the director of the Liudaohe Town Police Station in Xinglong County, Chengde City, Hebei Province, publicly reported the local deputy county magistrate and director of the Public Security Bureau, Liu Wenning, on a social media platform, which attracted attention. That evening, a reporter from Southern Metropolis Daily learned from Chengde officials that the local authorities had paid attention to the issues reflected in the video, and the relevant departments of Chengde City had set up an investigation team to verify the matter.

Relevant videos show that the director of the Liudaohe Town Police Station in Xinglong County reported that the local deputy county magistrate and director of the Public Security Bureau were suspected of seven serious violations of laws and disciplines, including acting as a protective umbrella for gangs involved in organized crime and evil, buying and selling official positions on a large scale, trading power for money, having the final say, seriously damaging the business environment, forming gangs, borrowing large amounts of money from enterprises in violation of regulations, and leading a corrupt life.

The whistleblower also stated that the report included a large amount of audio evidence, written evidence and videos of Liu Wenning accepting bribes.

Nandu reporter learned from the official website of Xinglong County People's Government that Liu Wenning is currently serving as deputy county magistrate of Xinglong County People's Government, secretary of the Party Committee and director of the Public Security Bureau. He is of Han nationality, born in July 1975, has a bachelor's degree, and is a member of the Communist Party of China. He is responsible for political and legal affairs, petitions, stability, justice, veterans affairs, etc., and is in charge of the county public security bureau, county justice bureau, and county veterans affairs bureau.

Public information shows that Liu Wenning was appointed as deputy county magistrate and director of the Public Security Bureau of Xinglong County in October 2022. Prior to this, he served as deputy secretary and political commissar of the Party Committee of Fucheng County Public Security Bureau, and was responsible for organizing the local "100-day action" to crack down on and rectify corruption.
