Public information shows that Shi Xiaolin was born in May 1969, of Han nationality, from Yuyao, Zhejiang. After graduating from the Electrical Technology Department of the School of Engineering of Shanghai University, she worked in Zhabei District, Shanghai for a long time. In 2006, she served as deputy mayor of Nanhui District, in 2009 as deputy mayor of Hongkou District, and in 2011 as deputy secretary of the Hongkou District Committee.

In 2013, Shi Xiaolin served as Director and Party Secretary of the Shanghai Civil Affairs Bureau, Party Secretary of the Shanghai Municipal Social Organizations Bureau, and Secretary of the Putuo District Committee in 2015. In 2017, Shi Xiaolin served as Member of the Standing Committee of the Shanghai Municipal Committee, Minister of the Municipal Committee's United Front Work Department, and concurrently Secretary of the Party Leadership Group of the Shanghai Socialist Academy. In 2018, Shi Xiaolin served as Member of the Standing Committee of the Jiangxi Provincial Committee and Minister of the Propaganda Department.

In August 2021, Shi Xiaolin was appointed member of the Standing Committee of the Sichuan Provincial Party Committee and Secretary of the Chengdu Municipal Party Committee. In July 2023, he was appointed Deputy Secretary of the Sichuan Provincial Party Committee and continued to serve as Secretary of the Chengdu Municipal Party Committee.

Shi Xiaolin is an alternate member of the 20th Central Committee.

On June 28 this year, Huang Qiang, the former deputy secretary of the Sichuan Provincial Party Committee, the governor of Sichuan Province, and the party group secretary of the provincial government, was transferred to the post of secretary of the Jilin Provincial Party Committee. On the same day, Shi Xiaolin was appointed as the party group secretary of the Sichuan Provincial Government.

Liang Huiling was born in August 1962. She is of Han nationality and a native of Yicheng, Hubei. She served as Vice Governor of Hubei Province, Member of the Standing Committee of the Provincial Party Committee, and Minister of the United Front Work Department. In 2016, she served as Member of the Standing Committee of the Hebei Provincial Party Committee and Secretary of the Provincial Commission for Discipline Inspection. In 2018, she served as Secretary of the Party Leadership Group and Executive Vice President of the Red Cross Society of China. In 2021, she served as Deputy Secretary of the Party Leadership Group and Director of the Board of Directors of the All-China Federation of Supply and Marketing Cooperatives. In December 2022, she served as Deputy Secretary of the Heilongjiang Provincial Party Committee, Secretary of the Party Leadership Group of the Provincial Government, Deputy Governor, and Acting Governor. In January 2023, she served as Deputy Secretary of the Heilongjiang Provincial Party Committee, Secretary of the Party Leadership Group of the Provincial Government, and Governor. She is a member of the 20th Central Committee.

Public information shows that Guo Ningning, female, Han nationality, born in July 1970, is a graduate student and a member of the Communist Party of China. She has worked in the banking system for a long time. She has served as deputy president of Bank of China Jiangsu Branch, president of Bank of China Hong Kong Branch, president of Bank of China Singapore Branch, executive director, vice president and party committee member of Agricultural Bank of China.

In October 2018, Guo Ningning was transferred to the Fujian Provincial Government as a member of the Party Leadership Group, and was appointed as the Vice Governor of the Fujian Provincial People's Government in November 2018. In October 2021, Guo Ningning became a member of the Fujian Provincial Party Committee Standing Committee, and has since served as a member of the Fujian Provincial Party Committee Standing Committee, Executive Vice Governor of the Provincial Government, and Deputy Secretary of the Party Leadership Group. Wu Guiying, born in 1966, worked in Beijing for a long time.
