In a video released by Su Jiulei on June 22, he faced the camera in a police uniform and reported in his real name that Liu Wenning, deputy county magistrate of the Xinglong County People's Government in Chengde, Hebei Province, and secretary and director of the Public Security Bureau, was suspected of seven serious violations of law and discipline, namely: acting as a protective umbrella for gangs involved in organized crime; wantonly buying and selling official positions and engaging in power-for-money transactions; being a one-man show; seriously damaging the business environment; engaging in gangs; illegally borrowing money from enterprises; and living a corrupt life.
