The reporter learned from the Provincial Development and Reform Commission that in order to accelerate the construction of an internationally competitive new energy vehicle industry cluster, the Provincial Automobile Office and other departments will vigorously support the development of the new energy vehicle power battery recycling industry, and issued a relevant work plan on July 29. By 2027, our province will establish a number of provincial new energy vehicle power battery recycling industry bases.

In terms of optimizing the layout of industrial development, the work plan requires all cities to optimize the layout of the recycling and dismantling network, support the Hefei Lujiang High-tech Zone Venous Industrial Park, Bengbu Circular Economy Industrial Park and other enterprises to settle in, and create a new energy vehicle power battery recycling and utilization demonstration base with "industry interconnection and collaboration, and complete chain from top to bottom". At the same time, new energy vehicle manufacturers, power battery manufacturers, scrapped motor vehicle recycling and dismantling companies are encouraged to build regional recycling centers through co-construction, share recycling, storage, and transportation outlets, and build a digital recycling service platform.

In terms of strengthening upstream and downstream coordination of the industrial chain and cultivating and strengthening leading enterprises, we will rely on the Anhui Province's Industrial Brain to build an industrial docking platform covering the province's vehicle manufacturing, battery manufacturing, scrapped motor vehicle recycling, dismantling and comprehensive utilization enterprises, help a number of leading power battery comprehensive utilization enterprises grow, and support Hefei Guoxuan, Xunying Power, Anhui Lvwo and other comprehensive utilization enterprises to strengthen technological innovation and enhance their core competitiveness.

In order to break through a series of key core technologies, our province will promote leading enterprises to build innovation platforms, increase financial support, and encourage backbone enterprises, scientific research institutions, universities and colleges to carry out scientific and technological research on key core technologies and complete sets of equipment such as flexible non-destructive rapid disassembly and harmless treatment of residual materials.

In order to standardize industrial development, enterprises are encouraged to actively participate in the formulation of national standards and industry standards for various aspects of new energy vehicle power battery design, production, packaging, transportation, recycling and utilization; at the same time, supervision of new energy vehicle power battery companies in production, scrapping, recycling and disassembly, and waste emissions will be strengthened.

By 2027, our province will strive to establish a number of provincial-level new energy vehicle power battery recycling and utilization industrial bases, cultivate and expand a number of leading enterprises, break through a number of key core technologies, formulate a number of local and group standards and specifications, and build a nationally influential new energy vehicle power battery recycling and utilization industrial cluster.
