Attract top scientists to participate in journal publishing, strengthen standardized journal management, increase the number of international manuscript sources... At the 19th China Science and Technology Journal Development Forum held not long ago, experts at the forum put forward practical suggestions, offered advice and suggestions for building world-class scientific journals, and expressed the common expectations of the scientific and technological community.

General Secretary Xi Jinping pointed out: "We must accelerate the cultivation of world-class scientific journals, build scientific literature and data platforms with international influence, initiate high-level international academic conferences, and encourage major basic research results to be published and developed and utilized first in our journals and platforms." Building world-class scientific journals can form a home advantage for academic publication, attract first-class scientific and technological innovation results, and help achieve high-level scientific and technological self-reliance. At present, the influence of my country's scientific and technological journals has been significantly enhanced, but the problem of disproportion and mismatch between the level of domestic scientific and technological journals and my country's growing scientific research output still exists.

First-class manuscript sources are the root and foundation for running scientific and technological journals. Statistics from the "Blue Book on the Development of Chinese Scientific and Technological Journals (2023)" show that the number of SCI (Science Citation Index) papers published by Chinese authors has increased year by year, exceeding 700,000 in 2022, but 95% of them were published in journals sponsored by foreign countries. How to attract excellent papers back? Only by adhering to the academic first position, ensuring the consistency of the quality standards of published papers, and serving scientific development well can we attract high-quality manuscript sources, accumulate academic credibility, and win the respect of the scientific and technological community. As latecomers, we can enhance the magnetic attraction of scientific and technological journals by actively soliciting manuscripts and establishing international academic exchange platforms. For example, in the more than 10 years since the founding of "Light: Science and Applications (English Edition)", it has insisted on holding international conferences to expand its "circle of friends", and the influence of the journal ranks among the top in the world in this field.

Intensive development is an important means to enhance the competitiveness of scientific and technological journals. At present, the competition among scientific and technological journals no longer relies on individual journals to fight alone, but often wins through the advantages of clustering. For a long time, my country's scientific and technological journals have been "small, scattered and weak". According to statistics, more than 5,100 scientific and technological journals in my country are managed by more than 1,300 units and have more than 3,000 sponsors. Establishing a scientific and technological journal publishing management mechanism that promotes the survival of the fittest and accelerating the pace of clustering construction will help gradually narrow the gap with international publishing groups. For example, the Chinese Medical Association Journal has integrated resources, leveraged the advantages of medical journal clusters, and built an intensive platform. The magazine has gradually transformed from a content producer to a service provider, providing better services to the academic community while increasing its own influence.

Building a digital publishing platform is the only way to expand and strengthen scientific journals. With a digital publishing platform that integrates editing, publishing, release, and information services, some international publishing organizations have an advantage in the editing, distribution, and utilization of academic resources. The vast majority of English scientific journals in my country rely on foreign publishing platforms for publication and distribution, and most of the subscription revenue brought by papers belongs to the platform. Looking at the long term, it is necessary to achieve a transformation from "borrowing a boat to go to sea" to "building a boat to go to sea", build an independent international publishing and dissemination platform, and master the right to speak and evaluate to lead the direction of scientific research.

Building a world-class scientific journal requires a high-level talent team. Scientific journal editors must have both professional knowledge and be proficient in operation and communication, and are typical compound talents. To encourage more people to participate in the domestic scientific journal business, we must effectively improve the treatment of talents, smooth the career development path, and enhance their professional identity, sense of accomplishment and sense of gain.

At present, my country is accelerating its progress from a major science and technology country to a strong science and technology country. The growing number of original and leading scientific and technological achievements has injected fresh water into the development of scientific and technological journals. By facing up to the gap and making up for the shortcomings, we will surely create a group of world-class scientific and technological journals and form a world scientific and technological innovation vane belonging to China.
