Beijing Business Daily reporters learned from the meeting that the Action Plan will create benchmark applications in the five major fields of robotics, education, medical care, culture, and transportation. The implementation period of the Action Plan is this year and next year, and it is precisely because of the need to accelerate the implementation of applications. At the same time, with the continuous improvement of the intelligence level of the basic model, the application model and path must also be rapidly iterated and expanded. Launched hundreds of excellent industry models

"Artificial intelligence is an important engine for developing new quality productivity and a strategic technology that leads the future. At present, artificial intelligence is accelerating its integration and penetration into the fields of medical care, education, culture, finance, consumption, urban operations, etc., and the "intelligence" content of production and life is also constantly improving, providing important support for accelerating the formation of new quality productivity." Lin Jianhua, deputy secretary of the party group and deputy director of the Beijing Development and Reform Commission, said at the meeting that in order to seize the opportunity, take advantage of the momentum and accelerate the application of large-scale artificial intelligence models, Beijing has issued this "Action Plan".

According to reports, Beijing, as a region with the highest talent density, the best innovation foundation, the most complete key links, the largest industry scale and the strongest competitiveness in the field of artificial intelligence in China, has achieved a series of national and even global first-of-its-kind scientific and technological achievements, driving related industries to improve quality, reduce costs, increase efficiency, and enhance the efficiency of the real economy. In 2023, the core output value of the city's artificial intelligence industry will exceed 250 billion yuan. At present, the city has filed and launched 82 large models, accounting for more than 40% of the country's total (183 models), ranking first in the country.

Lin Jianhua said that the Action Plan plans to promote the application of artificial intelligence from three dimensions: benchmark application, demonstration application, and commercial application. Specifically, it will focus on demonstration and leadership, strive to create a number of benchmark demonstration applications, and then condense a replicable and popularizable model, empower thousands of industries from point to surface, and take the lead in exploring effective paths for "artificial intelligence +"; highlight rapid iteration, fully adapt to the characteristics of the rapid evolution of current large model technology, not only grasp the rapid iteration of basic models, but also promote the rapid iteration of application scenarios, and will continue to summarize and improve relevant support measures in the future; highlight co-construction and sharing, build a multi-party linkage mechanism among competent departments, local governments, industry users, model companies, etc., promote data openness and sharing, break data silos, and efficiently match computing resources.

According to the development goals of the Action Plan, by the end of 2025, we will implement 5 benchmark application projects that meet the global leading level, organize 10 national demonstration application projects, and promote a number of commercial application results with broad application prospects, and strive to form 3-5 advanced, available, self-controllable basic large-scale model products, 100 excellent industry large-scale model products and 1,000 industry success cases. We will take the lead in building an AI native city and promote the city to become an innovation source and application highland of artificial intelligence with global influence.

Building a new application ecosystem in five major areas

The Action Plan proposes to organize and implement a number of comprehensive, benchmark major projects in the fields of robotics, education, medical care, culture, transportation, etc., to promote breakthroughs in the core theories and technologies of large models, enhance the engineering capabilities of artificial intelligence, improve the scientific and technological level and service quality of key industries, build a cross-industry and cross-field collaborative innovation organizational model, and form a new ecosystem for the application of large models in the industry.

It is reported that in the field of "artificial intelligence + robots", innovative resources will be integrated, combined with real scene needs, and robots that integrate embodied intelligence will be launched, so as to drive the iterative evolution of embodied intelligence through applications. An embodied intelligence application test field will be built to verify the performance of embodied intelligent robots in scenarios such as logistics warehousing, production and manufacturing, home services, medical care, scientific research and exploration, and continuously improve the intelligence level of embodied intelligence.

In the field of "artificial intelligence + education", the focus will be on gathering Beijing's high-quality teaching cases, handout materials, teaching methods, and teaching knowledge such as students' mental health, public order and good customs, cultivating an interdisciplinary and cross-grade education model platform, and providing auxiliary tools such as intelligent lesson preparation, courseware generation, curriculum analysis, learning tracking, and home-school linkage to balance class-based teaching and personalized learning, reducing the burden on teachers and improving their efficiency.

In the field of "artificial intelligence + medical care", we will build a "Beijing Doctor" medical model platform that integrates innovation in medical supervision mechanisms, balanced benefits of scientific research results between hospitals and doctors, and intelligent upgrades of hospital information systems. We will explore the collaborative mechanism between doctors and medical intelligent entities, optimize medical assistance services such as guidance services, online consultations, prescription generation, medication consultations, chronic disease management, and family smart doctors, and promote the upgrade of Internet hospitals to artificial intelligence hospitals.

In the field of "artificial intelligence + culture", high-quality cultural and tourism data such as literary works, historical buildings, cultural relics, and scenic spot information will be gathered to support the cultural big model service platform and provide citizens and tourists with personalized, efficient and convenient cultural and tourism services.

In the field of "artificial intelligence + transportation", simulation data such as roads, vehicles, pedestrian flow, weather, etc. will be generated based on large models to accelerate autonomous driving simulation training, optimize the technical route of integrated vehicle-road-cloud network, explore single-vehicle intelligent technologies such as FSD and ASD, and build an intelligent, efficient and safe urban transportation network.

Select the best and give a certain proportion of support

In addition to benchmark application projects, the Action Plan also proposes demonstration applications, commercial applications and the construction of joint R&D platforms.

It is reported that the demonstration applications will focus on 10 industry segments, including scientific research and exploration, government services, industrial intelligence, financial management, spatial computing, digital marketing, judicial services, radio and television media, power supply, and content security. It will support the linkage and pairing of municipal industry regulatory departments, relevant districts, industry application companies, and large-scale model companies, break through the common difficulties in scene implementation, and explore standardized, replicable, and popularizable large-scale model industry application implementation paths.

Commercial applications will start with small incisions and real scenarios, focusing on industry hotspots and social concerns, and give full play to the enabling role of large-scale model technology innovation in industry applications. Aiming at industry segmented application scenarios such as education, medical care, culture, transportation, government affairs, industry, finance, marketing, justice, media, energy, film and television, games, and landscaping, we will support large-scale model enterprises, system integration service providers, and industry users to carry out multiple large-scale model application research and development, and cultivate a batch of large-scale model commercial applications.

At the same time, a number of joint R&D platforms for Beijing's artificial intelligence application scenarios will be built. Han Jian, director of the Information Technology Department of the Beijing Municipal Science and Technology Commission and Zhongguancun Management Committee, introduced that in April this year, the platform collection work was launched at the Zhongguancun Forum. The number of collections has reached about 300, and the construction of the first batch of platforms is being organized. By integrating industry resources and high-quality data, opening up industry scenario needs, and building a joint R&D environment, it will attract and gather advantageous innovation teams to jointly promote the application of artificial intelligence industry and industrial landing.

"In the next step, the city will selectively support a certain proportion of the benchmark demonstration application scenarios specified in the Action Plan.
