The Hunan Procuratorate has filed a public prosecution against An Qingsong for suspected bribery in accordance with the law.

According to the Supreme People's Procuratorate, the case of An Qingsong (director-level), former Party Secretary and Chairman of the China Futures Association, suspected of bribery, was recently designated by the Supreme People's Procuratorate for jurisdiction, and the Zhuzhou People's Procuratorate of Hunan Province filed a public prosecution with the Zhuzhou Intermediate People's Court of Hunan Province in accordance with the law. The case is being further processed.

During the prosecution review stage, the procuratorate informed the defendant An Qingsong of his litigation rights in accordance with the law, interrogated the defendant in accordance with the law, and listened to the opinions of the defense lawyer. The Zhuzhou People's Procuratorate filed an indictment alleging that the defendant An Qingsong, as a state employee, used the convenience of his position to seek benefits for others, and used the convenient conditions formed by his power or position to seek improper benefits for others through the official actions of other state employees, and illegally accepted property from others in extremely large amounts. According to the law, he should be held criminally responsible for the crime of accepting bribes.

Previously, An Qingsong had been "double-opened". According to the Central Commission for Discipline Inspection and the National Supervisory Commission's Discipline Inspection and Supervision Group stationed at the China Securities Regulatory Commission and the Hunan Provincial Commission for Discipline Inspection and Supervision on May 14: Recently, with the approval of the Central Commission for Discipline Inspection and the National Supervisory Commission, the Central Commission for Discipline Inspection and the National Supervisory Commission's Discipline Inspection and Supervision Group stationed at the China Securities Regulatory Commission and the Zhuzhou Municipal Commission for Discipline Inspection and Supervision of Hunan Province conducted a disciplinary review and supervision investigation on the serious violations of discipline and law by An Qingsong, former Party Secretary and Chairman of the China Futures Association.


After investigation, it was found that An Qingsong's original intention of joining the party was impure and he had no sense of bottom line. He said one thing in public but did another in practice regarding the major decisions and arrangements of the Party Central Committee. He abandoned his supervisory duties and used his position to seek improper benefits for others in equity split reform, corporate issuance, major asset restructuring, and daily supervision. He seriously disrupted the order of the capital market and damaged the image of securities supervision. He was a typical example of collusion between government and business. He was keen on the so-called "officialdom secrets", was pretentious, greedy, and wanted to be an official, make a fortune, be famous, climb up, and enjoy life. Providing false information to resist organizational review, indulging in feudal superstitious activities, privately collecting and reading books with serious political problems; privately retaining important confidential documents; ignoring the spirit of the Central Eight Regulations, frequently accepting high-end banquets and travel arrangements from the objects of management and service during the epidemic, illegally accepting gifts, high-end gifts and a large amount of Moutai liquor, and using public vehicles for private purposes for a long time; having a weak sense of organization, concealing and not reporting personal matters such as real estate and insurance at home and abroad, and using power to seek benefits for others in the recruitment of cadres and employees; illegally buying and selling stocks, using power or influence on the position to promote books written by oneself to the objects of management and service, arranging relatives to receive salaries in their names, and accepting vehicle pick-up and drop-off services for a long time. Illegally accepting property in extremely large amounts.

After research by the Party Committee of the China Securities Regulatory Commission, it was decided to expel An Qingsong from the Party; after research by the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed in the China Securities Regulatory Commission, it was decided to expel An Qingsong from his official position; and to confiscate his illegal gains; after research by the Discipline Inspection and Supervision Commission of Zhuzhou City, Hunan Province, it was decided to transfer An Qingsong's suspected criminal case to the procuratorate for review and prosecution in accordance with the law, and the relevant property will be transferred together.

According to public information, An Qingsong, male, Gelao nationality, was born in October 1969 in Guanling, Guizhou. He joined the Communist Party of China in June 1991 and joined the China Securities Regulatory Commission in November 1995. He holds a doctorate degree. He has served as deputy director of the Listed Company Supervision Department of the China Securities Regulatory Commission; party secretary and director of the Qingdao and Tianjin Securities Regulatory Bureaus; party secretary and chairman of the China Securities Association; from January 2023 to November 2023, he served as party secretary and chairman of the China Futures Association.
