Walking into the China Mobile Intelligent Computing Center (Hohhot) in Hohhot City and Linghe New District, Inner Mongolia Autonomous Region, rows of black cabinets loaded with intelligent computing servers make buzzing sounds and indicator lights flash from time to time. The center's intelligent computing power is as high as 670 quadrillion floating-point operations per second, filling the gap in computing power required for the widespread application of artificial intelligence in my country's transportation, medical and other fields.

In recent years, Hohhot has actively participated in the national "East Data West Computing" project, and has made every effort to build the national data center cluster in Horqin. 32 data center projects such as China Mobile Intelligent Computing Center (Hohhot) have been implemented in Horqin New District. The rapid development of the computing power industry has not only created a strong growth pole for the high-quality economic development of Hohhot, but also opened up a new development track for artificial intelligence.

Hohhot's green computing power industry is focusing on the "entire industry chain" and making continuous efforts. Guo Juying, director of the Economic Development and Investment Service Bureau of Horqin New District, introduced that in the upstream of the industry, supporting construction of new energy surrounding areas was carried out, and data center equipment manufacturing companies were introduced to continuously provide green electricity and computing power equipment; in the midstream of the industry, companies were introduced in three aspects: computing power, computing power output, and data center construction to provide a strong computing power supply; in the downstream of the industry, operation and maintenance bases, data processing and trading bases, artificial intelligence model training and reasoning bases, and information innovation adaptation bases were built to continuously develop computing power industry application scenarios and users.

In the Inner Mongolia Digital Energy Storage Equipment Manufacturing Industrial Park located in Horqin New District, Gao Hong, general manager of Yunchu New Energy Technology Co., Ltd., is busy connecting with data center customers. The company produces 5,000 digital energy cabinets in Horqin New District annually, with an annual output value of about 250 million yuan. With the continuous commissioning of servers and cabinets, the current server installed capacity in Horqin New District has exceeded 1.5 million units.

In developing the computing power industry, Hohhot City focuses on transforming new energy advantages into computing power advantages, making full use of its own and Inner Mongolia's new energy power to create green computing power. The local government has deployed 360,000 kilowatts of photovoltaic and wind power generation projects in Horqin New District to supply green energy to data centers. At present, the proportion of green electricity used in data centers that have been put into operation in Horqin New District exceeds 80%.

As of June this year, the total computing power of Horqin New Area reached 24,000P, of which 21,800P was intelligent computing power, accounting for 91%. The strong supply of intelligent computing power has created a solid foundation for the development of artificial intelligence. Horqin New Area has introduced nearly 100 algorithm incubation, artificial intelligence, and data application projects such as the Inner Mongolia Data Trading Center, Chengmai Technology Digital Industry Base, and Pengfeng Technology Advanced Computing Innovation Center, using powerful intelligent computing capabilities to develop artificial intelligence.

The iFlytek "full-scenario" smart education project being promoted by Hohhot is a microcosm of the development of artificial intelligence. Walking into the classroom of Yungu School affiliated to Inner Mongolia Normal University in Horqin New District, teachers can use voice to wake up the "smart blackboard" at any time to retrieve relevant knowledge outside the textbook. At the same time, the "smart blackboard" also realizes functions such as correcting essays and intelligent recording of classes. "Our product has enabled the blackboard to leap from a blackboard writing tool to an AI assistant for teachers." Zheng Chenglong, director of the delivery service department of Inner Mongolia Region of iFlytek Co., Ltd., said, "This is inseparable from the data center in Horqin New District providing intelligent computing power."

Wang Baoyun, deputy general manager of China Telecom Hohhot Branch, said that the company relies on the data center in Horqin New District to provide powerful intelligent computing power for the artificial intelligence model "Xingchen Big Model". He said: "At present, our 'Xingchen Vision Big Model' is exploring the empowerment of the dairy industry in Hohhot, and playing the role of artificial intelligence in real-time counting of cattle and monitoring of grass quantity."

"We will take the lead in applying green computing power and artificial intelligence to the 'all fields' of economic and social development, empowering social governance, industrial development, and scenario applications." He Haidong, deputy secretary of the Hohhot Municipal Party Committee and mayor, said that the local area will accelerate the development of new quality productivity led by green computing power, further strengthen the basic "hardware", build the "fertile soil" of the industry, open up the "blue ocean" of applications, and use green computing to draw a new quality future.
