Facing the Bay Area

Provide comprehensive flight testing

In April 2024, the Office of the Leading Group for the Development of Low-altitude Economy in Shenzhen issued the "Overall Work Plan for the Construction of Low-altitude Economic Operation Experimental Zones and Test Sites in Shenzhen", proposing to carry out the construction of four low-altitude economic operation experimental zones and three test sites.

What advantages does Shenzhen Pingshan have in building and operating a land-air integrated intelligent connected transportation test base with high standards?

Xu Wei, deputy director of the Municipal Transportation Bureau, said at the event that Pingshan District has a rich foundation for the development of low-altitude economic business formats and has superior conditions for large-scale promotion and application of "low altitude + logistics", "low altitude + culture and tourism", "low altitude + sports" and "low altitude + management". It has the only intelligent connected transportation test demonstration platform in the Guangdong-Hong Kong-Macao Greater Bay Area (Bay Area Intelligent Connection Test Field).

Based on the already built Bay Area Intelligent Connection Test Field, Pingshan will create a low-altitude flight industry aggregation and coordination platform and an integrated land and air intelligent networked comprehensive transportation test base.

"The Bay Area Intelligent Connection Test Field covers an area of 645 mu, with good low-altitude airspace conditions above it. The clearance height of the core test area reaches 600 meters, which can meet the airspace, flight altitude, confidentiality and other requirements of various types of drones and eVTOL test flights." A relevant staff member of the Bay Area Intelligent Connection said, "So far, more than 4,200 vehicles have entered the field for testing, and the cumulative test mileage of the service companies has exceeded 60,000 kilometers. The service companies include more than 10 companies such as BYD, Xiaopeng Motors, SAIC Roewe, the Chinese University of Hong Kong, Jiushi, SenseTime, and Desay SV."

Based in Shenzhen, serving the Bay Area and facing the world. After the establishment of the integrated land-air intelligent networked integrated transportation test base, it will expand the comprehensive test function of low-altitude aircraft, build and operate a comprehensive cloud control system for drone full-domain holographic test based on digital twins and big data. At the same time, it will provide all-round integrated flight test conditions for various types of drones, such as micro, light, small, medium and large, to help drone products quickly pass professional testing, inspection and certification processes.

In the next step, Shenzhen and Pingshan will fully develop the trillion-level new track of low-altitude economy, rely on the Bay Area Intelligent Connection Test Field, explore the application of air-ground linkage scenarios of drones and unmanned vehicles, and help build an innovation cluster of low-altitude economy and aerospace industry.

Deep Fusion

Build an ecosystem for the entire industry chain

As strategic emerging industries among the world's major economies competing for, the low-altitude economy and aerospace industry have broad development prospects.

"Pingshan District is the eastern center of Shenzhen, the core park of Shenzhen National Hi-Tech Zone and a future industry experimental zone. In recent years, the district's GDP has maintained a double-digit growth rate for the past three years, the growth rates of various economic indicators have ranked among the top in the city, and the number of enterprises above the designated size has steadily increased. At present, Pingshan has gathered more than 60 low-altitude and aerospace chain enterprises, forming a new pattern of low-altitude economic and aerospace industry development with Pingshan characteristics." Yuan Huyong, member of the Standing Committee of the Pingshan District Party Committee and Executive Deputy District Mayor, said.

In order to accelerate the formation of industrial agglomeration effects, the "Low-altitude Flight Industry Agglomeration Collaboration Platform" was initiated at the "Smart Flight Start-up" event to promote the deep integration and collaborative innovation of the upstream and downstream of the low-altitude economic industry chain, and realize resource integration, enterprise services and incubation, and commercial demonstration applications in the field of low-altitude flight.

"In the past, the company's products had to be taken to other places for testing, which took a long time on the road, and there were restrictions on flight altitudes in some areas. After the establishment of the low-altitude flight industry cluster collaboration platform, the products can be tested immediately after being pulled from the factory's R&D center, saving a lot of time, and the required parameters can be obtained quickly." Zhang Wei, chairman of Kemi Technology (Shenzhen) Co., Ltd., said. It is reported that the company is a local eVTOL complete machine manufacturer in Shenzhen. The company integrates the research and development, production and sales of magnetic levitation electric vertical take-off and landing aircraft. "Here, product testing is more professional and convenient, which can better promote the smooth progress of subsequent R&D and production."

In addition, Pingshan District has joined hands with China People's Insurance Company (Group) Co., Ltd., Pacific Property and Casualty Insurance Co., Ltd., and Ping An Property and Casualty Insurance Co., Ltd. of China to establish an "Autonomous Driving and Low-Altitude Economy" insurance supermarket, and established a one-stop insurance service platform that combines online and offline services. It provides professional consulting, risk assessment, solution provision, policy management, claims coordination, and rescue services to upstream, midstream, and downstream companies in the "autonomous driving" and "low-altitude economy" sectors in Pingshan District.

In order to accelerate the application expansion of low-altitude economy and aerospace industry and the cultivation of talent resources, Pingshan will also layout low-altitude economic industrial parks and establish various innovation research centers around the sub-sectors of UAV complete machines, satellite complete systems, ground equipment, core components, etc., to promote the transformation of technological achievements and promote the construction of ground facilities such as UAV airports.

Towards the “new”

Draw a new blueprint for the "low-altitude economy"

In recent years, Pingshan has anchored the goal of high-quality development. Based on its own regional and industrial advantages, it has vigorously attracted and cultivated R&D and manufacturing companies in the sub-sectors of UAV complete machines/satellite complete satellites and their core components, communication, navigation, telemetry, operation and control terminals and subsystems, testing and maintenance, application services, etc., and continued to deploy application scenarios such as low-altitude + and low-orbit satellite + to accelerate the construction of Pingshan BYD-Colorful-Shenjida Innovation Cluster.

In 2023, Pingshan District was the first in the city to introduce a subsidy policy for fixed helicopter routes. The two fixed routes will reduce the commuting time from Pingshan Yanzihu Convention and Exhibition Center to Bao'an International Airport to 20 minutes, and to Futian Greater China in just 13 minutes, significantly shortening the distance between Pingshan District and the central urban area and important transportation hubs.

January 2024. BYD and DJI jointly developed the Yangwang U8 vehicle-mounted drone system, which is equipped with key drone technologies such as vehicle-machine collaboration and the industry's first integrated automatic charging and swapping battery. In the future, more car models will be equipped with vehicle-mounted drones.

In February 2024, Pingshan issued the development plan for the "6+3" advantageous industrial clusters and potential industrial clusters, striving to build potential industrial clusters such as low-altitude economy and aerospace into new economic growth poles by 2025.

In May 2024, Pingshan District and Northwestern Polytechnical University signed an unmanned low-altitude science and technology industry cooperation agreement. The two parties will jointly promote the research on application technologies of low-altitude economy, aerospace and intelligent unmanned systems industries, promote the transformation and industrialization of scientific research results, and jointly build and share a high-level low-altitude economy and aerospace industry scientific and technological innovation platform.

The inauguration of the Pingshan District-Northwestern Polytechnical University Low-altitude Economy Joint Innovation Center at this event is an important measure to implement the cooperation agreement between the two parties. The center will unite important scientific research and innovation forces such as enterprises, universities, and research institutes to promote the construction of an innovative ecosystem, create an industrial advantage with scientific and technological innovation as the core, cultivate the soil of the industrial ecosystem, jointly build and share the results of industrial ecological integration and innovation, and promote the high-quality development of the low-altitude economy and aerospace industry in Pingshan.

New business forms are "landed" and new scenarios are "taken off". In the future, Pingshan District will introduce high-standard industrial supporting policies, accelerate the construction of low-altitude and aerospace infrastructure, strengthen industrial space security support, and promote the low-altitude economy and aerospace industry to accelerate new breakthroughs and achieve new development.
