BioWare's executive producer Michael Gamble responded to a fan's question on Twitter, saying that in Dragon Age 4: Shadowkeep, relationship levels with companions can be gained through fighting and playing with them, and it is not necessary to fall in love with them.


BioWare has also previously detailed how relationship levels will work, explaining that this is how you gain new abilities for your companions. It's unclear if you can also level up characters in a traditional way (such as an experience point system), but this at least explains how everyone will unlock new abilities to use in combat.


This is probably similar to the friendship and competition system in Dragon Age 2, where you gain friendship points with companions who agree with you, and gain competition points with companions who disagree with your decision. When both reach a certain level, a unique ability will be unlocked for the companions.


It is worth mentioning that BioWare's creative director John Epler also mentioned in an interview that the game will give each companion romantic content with "its own flavor and style." "If you don't fall in love with the character, they may decide to find romance for themselves, either within the team or in the world." (I'm awesome!)
