after communicating with the parents of other students, ms. li learned that the textbooks purchased from the bookstore were priced at 7.63 yuan, while the books she bought online were priced at 13.88 yuan, and they were still discounted prices. “pirated copies are more expensive than genuine ones, but the quality is it’s still so bad!” ms. li reported to the relevant departments. after receiving ms. li’s complaint, the local culture and tourism department sent the textbook to the people’s education press for identification and it was found to be a pirated book.

it is understood that in april this year, the case was transferred to the zichuan branch of the zibo municipal public security bureau for handling. after receiving the case, the zichuan public security bureau quickly set up a task force to investigate. after conducting in-depth research and judgment on the online store information and related data, it was determined that zhang, the actual controller of the store, was suspected of committing a major crime.

online and offline investigations lead to criminal gangs

the police discovered that when the case was making initial progress, the store suddenly removed all books from the shelves. could it be that the police investigation work failed to alert the enemy? if the criminal suspect is alert or even destroys evidence, the investigation of the case will reach a deadlock.

the police of the task force immediately held a special study and judgment to analyze the suspect's crime patterns. through further investigation, it was found that zhang used a false identity to open an online store. the online store has a life cycle of 1 to 2 months, and the store is often opened at key time points and closed when the goods are sold out. there is a certain pattern.

"the peak season for purchasing student textbooks is the spring and autumn school season, which is around february, march and august and september each year. september is the most popular time." said zhang zhongzheng, a police officer from the zichuan branch of the zibo municipal public security bureau.

subsequently, the policemen handling the case carried out online and offline verification in multiple ways. through days of visits and arranging nets, they successively identified two storage locations owned by the suspect zhang and three other online stores operated by him. the suspect cao mou and other associates who were responsible for the source of book printing were dug out. at this point, a large criminal gang headed by zhang and cao that illegally engages in printing, packaging, warehousing, sales, and transportation has surfaced.

after investigation, since march 2023, zhang and cao have pirated and printed a large number of primary and secondary school textbooks, and set up scattered storage dens to avoid police investigation. later, they recruited chen, liu and other relatives and fellow villagers into the gang to carry out production and marketing are integrated with a clear division of labor. multiple online stores have been opened on multiple online shopping platforms. they sell pirated textbooks and books in the name of genuine books and mail them through off-site express companies. the value involved in the case is more than 31 million yuan.

troops were divided into multiple groups to launch a network closing operation

after investigation, from march 2023 to the incident, an online store operated by the criminal gang sold 300,000 orders and more than 500,000 copies of pirated textbooks, with a transaction amount of more than 6 million yuan. these are also many online stores operated by the gang. one of the family.

"the pirated primary and secondary school textbooks involved in the case not only have rough printing quality and blurred pictures and texts, but also use substandard inks for printing. on the one hand, it infringes on the legitimate rights and interests of the copyright owners and publishers, disrupts the order of the textbook market, and at the same time, inferior textbooks it also damages the physical and mental health of primary and secondary school students," said zhang wei, member of the party committee and deputy director of the zichuan branch of the zibo municipal public security bureau.

in order to eradicate this criminal gang as soon as possible, the task force rushed to multiple locations to launch operations to close the network. so far, a total of 3 sales outlets and 1 printing source have been destroyed, a set of offset printing equipment worth 3.6 million yuan has been seized, more than 60,000 pirated textbooks and more than 150,000 illegal publications have been seized.
