in january 2023, the shenzhen municipal health commission issued a notice on the official website,regarding the "shenzhen municipal child care subsidy management measures"(hereinafter referred to as the "measures")open for comment.according to the "measures", shenzhen plans to issue childcare subsidies to citizens in a differentiated and progressive manner. families with two children can receive a total of 11,000 yuan, and families with three children can receive a total of 19,000 yuan.

the term "childcare subsidies" as mentioned in the "measures" includes two categories: one-time maternity subsidies and yearly childcare subsidies. according to the number of children a couple has, the following payment methods are adopted:

those who give birth to their first child,after applying for birth registration, a one-time maternity subsidy of 3,000 yuan will be provided, and a childcare subsidy of 1,500 yuan will be provided every year until the child reaches 3 years old.

those who give birth to a second child,after the birth is registered, a one-time maternity subsidy of 5,000 yuan will be provided, and a childcare subsidy of 2,000 yuan will be provided every year until the child reaches 3 years old.

those who give birth to a third child,after the birth is registered, a one-time maternity subsidy of 10,000 yuan will be provided, and a childcare subsidy of 3,000 yuan will be provided every year until the child reaches 3 years old.

according to the reporter's understanding, the "measures" have collected a lot of opinions from all walks of life.relevant parties in shenzhen are stepping up research.

in june 2023, the "implementation opinions on further improving and implementing active fertility support measures" jointly issued by 17 departments including the guangdong provincial health commission and the development and reform commission proposed to strengthen active fertility support policies such as taxation and economic subsidies.support qualified regions to provide a certain amount of childcare subsidies to families giving birth based on local conditions.this is also a measure to implement the country’s active fertility-related policies.
