on september 25, the guangdong provincial department of ecology and environment held a regular press conference. at the meeting, kong qing'an, director of the nuclear and radiation safety management division of the guangdong provincial department of ecology and environment, introduced in detail the revision of the "guangdong provincial regulations on nuclear accident prevention and emergency management for civilian nuclear facilities".
it is reported that the regulations were revised and approved at the 11th meeting of the standing committee of the 14th people's congress of guangdong province on july 31, 2024, and will come into effect on september 1, 2024.
guangdong is a major nuclear power province. it is expected that by the end of the 14th five-year plan, the province's operating nuclear power installed capacity will reach 18.5 million kilowatts, and the installed capacity under construction will exceed 10 million kilowatts. the rapid development of the nuclear energy industry has brought greater challenges to guangdong's nuclear safety management and put forward higher requirements for guangdong's nuclear emergency response capabilities. in order to improve management efficiency and achieve unified rights and responsibilities, the regulations will further clarify the powers and responsibilities, clarify the specific matters of nuclear emergency response capacity building and emergency exercises in prefectures and cities, and make relevant provisions for the storage of nuclear emergency materials in guangdong province.
liu zhe, a first-level chief clerk of the nuclear and radiation safety management division of the guangdong provincial department of ecology and environment, said that the regulations clearly stipulate that provinces and cities should strengthen their nuclear emergency response capabilities. it requires provinces and cities to carry out the construction of command centers, and prefecture-level cities to undertake the construction of on-site command posts and decontamination and disinfection stations, etc. it also clarifies the time and frequency of nuclear emergency exercises in provinces and cities. this year, unit 1 of huizhou taipingling nuclear power plant will be loaded for the first time. according to relevant national and provincial regulations, guangdong province will hold a joint on-site and off-site emergency exercise before the first loading of the nuclear power plant in the near future. in addition, the regulations also clarify the content of nuclear emergency material reserves. guangdong province's "nuclear emergency material reserve standard" has been issued and implemented. this is the first reserve standard in the country for nuclear emergency reserves. the next step will be to combine the nuclear emergency facilities in eastern and western guangdong to further improve the construction of regional nuclear emergency material reserves.
