china securities journal reported on september 12 that china resources recycling group is preparing to be established, and china baowu's scrap steel resource recycling business is expected to be integrated into the new central enterprise as a whole, providing entity support for the subsequent promotion of recycling and reuse. on september 13, a-share steel stocks exploded, with bengang plate and zhongnan shares both hitting the daily limit, followed by linggang shares, magang shares, sangang minguang, anyang iron and steel, and citic special steel.

according to previous reports, the group is composed of multiple parties, including the tianjin municipal people's government, the state-owned assets supervision and administration commission of the state council (sasac), china petrochemical corporation, china baowu steel group corporation, aluminum corporation of china, china minmetals corporation, china national building materials group corporation, china resources (group) co., ltd. and other enterprises. each party contributed 3 billion yuan, and planned to establish a new central enterprise with a capital of 30 billion yuan.

zhao chenxin said that the large-scale equipment renewal and consumer goods replacement policy (hereinafter referred to as the two new) will continue to advance, which will generate waste materials in the future. recycling and reuse are needed to deal with this problem. recycling and reuse is an important one of the four major actions of the "two new". smoothing the recycling and reuse chain can not only effectively solve environmental pollution and other problems, but also open up a "second mine" of resources.

it is reported that in recent times, the national development and reform commission has conscientiously fulfilled its responsibilities as the competent department of circular economy and continued to promote recycling and reuse actions together with relevant departments, and has achieved good results in the following three aspects:

first, the waste material recycling network is constantly improving. in response to problems such as incomplete recycling channels, we have worked with relevant departments to further promote the "two-network integration" of garbage classification outlets and waste material recycling outlets to improve the accuracy of recyclable material classification. as of now, there are about 150,000 recycling outlets and about 1,800 large-scale sorting centers across the country, which effectively solved the problem of insufficient and imperfect recycling outlets in the past.

second, the processing and utilization of renewable resources has been continuously strengthened. in response to the problems of low quality of recycled waste resources, the construction of national "urban mineral" demonstration bases, 60 key cities for recycling of waste materials, and 100 demonstration projects for comprehensive utilization of bulk solid waste has been carried out in depth, guiding the further agglomeration and scale development of the recycling resource processing and utilization industry. up to now, the comprehensive utilization rate of bulk solid waste has reached 59% nationwide, and the utilization of 10 major renewable resources such as scrap steel and scrap non-ferrous metals has increased significantly every year, and the annual utilization of scrap steel has reached 260 million tons.

third, the recycling system and mechanism are constantly being improved. in response to the difficulties faced by enterprises in tax deductions, we continue to promote resource recycling enterprises to "reverse invoice" to sellers of scrapped products, thereby reducing the operating costs of recycling enterprises. in response to the land use problem that has plagued the industry for many years, we guide local governments to incorporate waste recycling facilities into the land and space planning of cities and counties to provide land support for recycling and recycling. in response to the problem of environmental pollution caused by irregular small workshops, we implement the standardized conditions for the comprehensive utilization of retired power batteries, vigorously open up channels for clues and reporting, strengthen environmental supervision and law enforcement, and resolutely crack down on environmental violations such as "workshop-style recycling and dismantling".

zhao chenxin said that in the next step, the national development and reform commission will work with relevant parties to do a good job in recycling and reuse, accelerate the construction of a waste recycling system covering all fields and links, continuously smooth the resource recycling chain, and promote the realization of "making it easier to get rid of the old and more convenient to replace the new."
