due to concerns about being monitored by russia, ukraine has recently issued an order banning government officials, military personnel and "key workers" from using communication software and social media platform telegram on official devices.
according to reuters on the 21st, the national security and defense council of ukraine announced on the 20th a decision to ban the use of "telegram" on official devices. currently, this restriction only applies to official devices and not personal mobile phones.

telegram is widely used in both russia and ukraine, and has become an important source of information since the outbreak of the russian-ukrainian conflict in february 2022. ukrainian media estimates that 75% of ukrainians use the app to communicate. ukrainian president zelensky and some senior commanders of the ukrainian army also often publish important decisions or the latest news related to the conflict on telegram.
telegram was founded by russian durov in 2013. in 2014, durov left russia and moved the headquarters to dubai. in august this year, durov was arrested when he arrived in france. he was charged with suspected involvement in organized crime, including conspiracy to operate online platforms for illegal transactions, dissemination of child pornography, drug trafficking, fraud, and refusal to provide documents to relevant departments as required. durov was subsequently granted bail, but cannot leave france.
