recently, the china meteorological administration issued the "phased array weather radar r&d and testing work plan (2024-2030)" (hereinafter referred to as the "work plan") to promote the high-quality r&d and testing of phased array weather radars.

  

phased array weather radar is an important development direction for the next generation of weather radar. the research and development and application of phased array weather radar in china are developing rapidly. the "work plan" proposes that by the end of the "14th five-year plan", a research and development mechanism of "department-led, multi-party participation, and collaborative competition" will be established, the structure of phased array weather radar will be basically clear, technical standards for key subsystems will be formulated, and key core technologies will be independently controllable. during the "15th five-year plan", a one-dimensional active phased array weather radar business prototype reaching the world's advanced level will be developed, application tests will be carried out and positive iterations and upgrades will be continuously carried out to form a functional specification requirement book, which will provide support for the network construction of the next generation of business weather radars during the "16th five-year plan".

  

the "work plan" makes clear requirements for 14 key tasks in three categories. first, research and formulate technical indicators for phased array weather radar subsystems, scientifically divide phased array weather radar subsystems during the research and development stage, ensure that the functions and performance of each subsystem reach the international advanced level, promote the overall machine index parameters to meet business requirements, and lay a solid foundation for radar standardization design. second, iteratively carry out the development of phased array weather radar test prototypes, and continuously improve the system function specification requirements. third, strengthen capacity building, carry out phased array weather radar observation and operation tests, build a high-level indoor test environment and outdoor test site, carry out key core technology research and business operation tests, improve test standards, formulate business process specifications, and strengthen the construction of a talent team for testing and business applications.

  

the "work plan" requires strengthening the construction of guarantee mechanisms, continuously improving the r&d mechanism for iterative upgrading and development, the collaborative mechanism for concentrated research on key technologies, the incentive mechanism for the transformation and sharing of competition results, and the investment mechanism for the coordinated focus of multi-source funds.
