in accordance with the unified national regulations, the subsidy standard for scrapping and updating of national iii vehicles has been raised. from april 24, 2024 to december 31, 2024, individual consumers who scrap their passenger cars and purchase eligible new energy vehicles will receive a subsidy of 20,000 yuan, and fuel vehicles will receive a subsidy of 15,000 yuan. consumers can check and apply for this subsidy through the "one code guizhou·convenient recycling" wechat applet platform within the specified time.
for consumers who do not meet the national iii scrapping and renewal conditions, our province has added a car replacement (scrap) renewal subsidy. from september 6, 2024 to december 31, 2024, individual consumers who replace or scrap old passenger cars that have been held for more than one year and purchase new cars or second-hand passenger cars produced after july 1, 2020 that meet the national vi emission standards will be given subsidies.
among them, the purchase of new energy vehicles will be subsidized at 8% of the transaction invoice amount, with a maximum subsidy of 16,000 yuan; the purchase of fuel passenger cars with a displacement of 2.0 liters or less or second-hand passenger cars will be subsidized at 7% of the transaction invoice amount, with a maximum subsidy of 15,000 yuan. consumers can apply for this subsidy through the "guizhou province automobile replacement (scrapped) update" applet platform within the specified time.
consumers who return their old electric bicycles to recycling outlets and purchase new electric bicycles that meet the requirements and register them according to regulations will be given subsidies, with the maximum subsidy being 500 yuan. the maximum subsidy for returning lithium batteries and exchanging them for lead-acid battery electric bicycles is 600 yuan.
what conditions must be met to apply for subsidies?
the recipients of this vehicle replacement (scrap) renewal subsidy are individual consumers who must meet all of the following conditions:
(1) for used passenger cars transferred by individual consumers, the age from the time they were registered in the name of the consumer to the time the consumer submits the subsidy application is one year.
(2) when an individual consumer transfers a used passenger car under his/her name, the transfer date should be between september 6, 2024 and december 31, 2024. the transfer date shall be based on the invoice date stated on the used car sales unified invoice.
(3) for passenger vehicles that are scrapped by individual consumers, the scrapping date should be between september 6, 2024 and december 31, 2024. the scrapping date shall be based on the date stated on the "certificate of scrapped motor vehicle recycling" and the "certificate of motor vehicle cancellation".
(4) the purchase date of newly purchased passenger vehicles and newly purchased used vehicles by individual consumers should be between september 6, 2024 and december 31, 2024 (in no particular order). the purchase date shall be based on the invoice date stated on the "motor vehicle sales unified invoice" or "used vehicle sales unified invoice" issued by the automobile sales agency.
(5) newly purchased passenger cars by individual consumers must complete the initial vehicle registration and licensing at the traffic management department of the public security agency before december 31, 2024, and obtain a "motor vehicle registration certificate" and "motor vehicle driving license". the registration date shall be the registration date stated on the "motor vehicle driving license".
(6) all vehicles involved in replacement (scrap) and renewal can only participate once during the entire event period, and the purchased vehicles cannot enjoy the national car trade-in policy at the same time.
(7) transfers and exchanges between individuals are not eligible for this activity.
subsidy applications must be initiated by individual consumers, and application materials should be submitted through the "guizhou province automobile replacement (scrapped) update" applet between september 6, 2024 and january 10, 2025. if the information submitted by the applicant is true and complete and meets the requirements of this activity, it will be reviewed and approved. if the information submitted by the applicant is incomplete or unclear and unrecognizable, the applicant will be informed through the "guizhou province automobile replacement (scrapped) update" applet. the applicant is required to correct the relevant information through the original channel before the application deadline specified in this activity. failure to submit the application after the deadline will be deemed as automatic waiver.

3. upload the "motor vehicle driving license" of the new vehicle, the "motor vehicle sales unified invoice" for the purchase of the new vehicle, the transaction contract (scanned copy or photo), and the payment voucher (pos card swipe receipt, payment or transfer record screenshot, and the first "invoice copy" issued by the sales company. the purchase invoice must be issued by the person for the first time. reissued or forged invoices will not be recognized as subsidy eligibility);
4. a photo of the bank debit card (unionpay card) in the applicant's name. the applicant must ensure that the mobile phone number used to submit the application materials can receive text messages normally. the identity information, payment account information, invoice information and passenger vehicle registration information submitted by the above applicants must be consistent.
