in may 2023, spacex submitted a request to modify its communications plan related to its launch license from cape canaveral space force station, including adding a new launch control room at hangar x and removing the t-2 hour readiness poll from its procedures.

on june 18, 2023, spacex used an unapproved launch control room on the psn satria mission without conducting the required t-2 hour polling in advance.

in july 2023, spacex submitted an application to modify its blast site plan associated with its kennedy space center launch license, and spacex's proposed modification reflected a new rocket propellant storage station.

on july 28, 2023, spacex used the propellant storage station without approval to carry out the echostar xxiv/jupiter mission.
