recently,jointly issued by relevant national authoritiesthe action plan for accelerating the construction of a new power system (2024-2027) and the "9 special actions" have opened up space for the consumption, allocation and regulation of new energy. the construction of a unified national power market system is the reform direction of the power industry in line with the requirements of the times. a unified, open, orderly, safe, efficient and well-governed power market system is being formed at an accelerated pace, promoting the sharing, mutual assistance and optimal allocation of power resources including new energy on a larger scale. in 2023, the market-based trading volume of new energy has accounted for 47.3% of the total power generation of new energy. according to the construction and deployment requirements of the national unified power market, new energy will fully participate in market transactions by 2030. under the general trend of full market entry, the on-grid electricity price of new energy will gradually move from fixed electricity price to floating electricity price. these changes and trends fully reflect the increasing dominance of the power market in the allocation of energy resources. the country is guiding the optimal allocation of power resources through means such as balancing quantity and profit, shifting peaks and filling valleys, and market prices.

the basic rules for the operation of the electricity market have been officially implemented, further clarifying the three-dimensional trading mechanism of the electricity market of "medium- and long-term + spot + ancillary services", and further restoring the value attributes, economic attributes and green attributes of new energy electricity. at present, the amount of electricity traded in the electricity market has risen rapidly, and medium- and long-term transactions have become the main force for stabilizing volume and maintaining prices. the electricity spot market covers more than 80% of the country, and the three types of spot transactions, namely the day-ahead market, the intraday market and the real-time market, have become the barometer of the electricity market. since last year, the electricity spot markets in shanxi, guangdong, shandong and other places have been formally operated. as the first region in the country to "turn positive" in the electricity spot market, the effective operation of the electricity spot market in shanxi has produced many positive effects, encouraging peak power generation of thermal power and gas units, guiding power users to shift peaks and fill valleys, and promoting the consumption of new energy. thermal power companies have shifted from focusing on electricity to taking into account both volume and profit, new energy companies have shifted from eating policy subsidies to seeking profits from the market, power sales companies have shifted from making a profit from the price difference to providing services, and power users have shifted from using electricity on demand to using electricity on price. at the same time, in terms of power auxiliary services, energy storage, virtual power plants, and load aggregation are gradually emerging, further encouraging new entities to participate in power system regulation and tap into space for new energy consumption.

as china's largest private power company, gcl has been focusing on green power for 34 years, and has explored the coordinated development of new energy and power markets with the "power + service" model. the scale of grid-side energy storage approved/commissioned by gcl has grown rapidly, and the volume of projects that effectively participate in power auxiliary services remains the largest in the industry.
