on september 14, 2024, the new version of beijing's industrial map, commissioned by the beijing development and reform commission and led by the xinhua news agency's national key laboratory of media convergence production technology and systems, was officially released at the 2024 china international fair for trade in services "integration of two industries to promote the development of new quality productivity" theme forum. in addition to further enriching and optimizing data and content, the new version of beijing's industrial map also actively adopts new technologies to enhance the interactivity of the map, create a convenient and friendly service experience, and develops a mobile version that can realize functions such as display of key parks.
"in order to further enhance the sense of gain of market players, serve and guide business entities to make precise layouts, promote the development of industrial dislocation and complementarity, and promote the upgrade of industrial maps from 'useful' to 'easy to use', we plan to maintain the rhythm of timely data updates and annual upgrades, promote dynamic upgrades and updates of industrial maps, and provide precise navigation for industrial development." said li xiaotao, deputy director of the beijing development and reform commission.
in february 2024, the beijing municipal development and reform commission released the beijing industrial map and policy guide for the first time. it is based on the new version of beijing's overall urban plan and the "14th five-year plan" outline, fully connects regional development plans and industrial special plans, covers the primary, secondary and tertiary industries, integrates key industries, and focuses on key industrial areas. through the industrial status and planning map, it comprehensively inventories the "family assets" of beijing's industries, clearly outlines the industrial status and planning layout, provides clear industrial guidance for enterprises to develop in beijing, and has received good social response.
based on the feedback from market players over the past six months, the new version of beijing's industrial map has been optimized and improved in four aspects:
first, the sub-center and pingyuan new city industrial parks are deeply displayed. on the basis of displaying the industrial layout of the entire city, the new version of beijing's industrial map selects the sub-center and pingyuan new city for in-depth industrial development and agglomeration. focusing on the nationally recognized industrial parks such as zhongguancun national independent innovation demonstration zone, beijing economic and technological development zone, and linkong economic zone, 6 layout maps of the sub-center and pingyuan new city industrial parks are drawn, including 11 key parks. the leading industries and related information of each park are intuitively displayed in the form of labels, and are associated with policies, application scenarios, human resources and other information. a total of 518 specialized and new "little giant" enterprises, leading enterprises, and chain-leading enterprises in various districts were sorted out and selected for display to help present a panoramic view of the industrial chain.
secondly, application scenarios are used to achieve supply and demand docking. scenario demand is one of the most concentrated demands reflected by enterprises. the new version of beijing industrial map relies on the unified release platform of application scenarios in the city to add an "application scenario" module, including three lists of "application scenario demand", "application scenario construction capability" and "application scenario demonstration project", which comprehensively displays 229 scenario demands such as smart cities, government services, and medical health, 142 scenario construction capabilities such as medical health, artificial intelligence, and robots, and 43 scenario demonstration projects such as shougang no. 1 blast furnace soreal science fiction park and central axis digital cultural heritage display, building a "enterprise + application scenario" supply and demand docking channel, enabling the search for technology for scenarios and scenarios for technology.
the third is that policy inquiries are more convenient and easy to use. industrial policy is one of the information that market players pay the most attention to. the new version of beijing's industrial map has newly included 7 industrial support policies, including the "artificial intelligence +" action plan, the digitalization and intelligence improvement of professional services, and the support details for key projects in the two-industry integration demonstration park, which have been newly issued in the past six months. it eventually formed a query list of 19 planning policies and 37 industrial support policies, covering major fields such as new generation information technology, medical health, integrated circuits, new energy and energy conservation and environmental protection, forming a three-dimensional guide of "map + policy". for planning policies, enterprises can directly access the original policy text through the beijing industrial map to understand the planning layout; for financial support policies, enterprises can directly see the policy support type, conditions and requirements, handling procedures, contact departments and telephone numbers, etc., and reach the core content of the policy with one click.
the fourth is the precise matching of human resources with key industries. human resources are the core driving force of industrial development and play a vital role in industrial upgrading and regional economic development. the new version of beijing's industrial map adds a human resources development module based on the "human resources development catalog (2024 edition)". it includes two parts: the human resources development catalog in key industries and the skilled talent demand catalog. it includes 13 major industrial categories such as new generation information technology, integrated circuits, and medical health, and subdivides 60 core fields. among them, 16 fields such as quantum information technology research and development and chip design have the highest comprehensive shortage; 68 occupations (jobs) have been sorted out, of which 20 occupations (jobs) such as digital solution designers and intelligent networked car testers are in urgent need. by objectively reflecting the supply and demand matching status, salary levels and ability requirements of the human resources market in key industries, it provides precise guidance for enterprises, workers, human resources service agencies, etc. in recruitment, education and training, and technical skills improvement, so as to improve the efficiency of market-oriented allocation of human resources.
