after several rounds of preparation, the office of the united states trade representative (ustr) finally released the final details of the new 301 tariffs on china on september 13 local time, confirming that the earliest batch of tariffs, including those on chinese imported electric vehicles and solar cells, will take effect on september 27, about two weeks later.

us media commented that this move was partly intended to show a tough attitude towards china before the november election. however, this has attracted complaints from industry groups including us technology companies, who believe that imposing tariffs will disrupt the supply chain. cnn also pointed out on the 13th that studies including those by independent agencies under the us federal government have shown that americans bear almost all the costs of tariffs on china.

bloomberg said the final tariffs are basically the same as us president biden's public proposal in may this year. for example, a 100% tariff on electric vehicles, a 50% tariff on semiconductors and solar cells, and a 25% tariff on battery parts and many key minerals. most of them will take effect on september 27, and tariffs on semiconductors and natural graphite (a key mineral for electric vehicle batteries) will begin in 2025 and 2026, respectively.

the final details also include some changes. for example, in terms of medical products, ustr increased the tariff on medical masks from the initial recommended 25% to the final 50%, but postponed the latter's entry into force to 2026; the tariff on medical gloves was originally planned to increase to 25% from 2026, but the ustr announcement showed that this tariff will be increased to 25% from 2025 and to 100% by 2026.
