the notice introduced that the per capita subsidy standard for basic public health services in my country will increase by another 5 yuan to 94 yuan in 2024. the new funds and the accumulated increase in basic public health service financial subsidies from 2020 to 2023 will continue to be used to expand the coverage of beneficiaries such as the elderly, patients with chronic diseases such as hypertension and type 2 diabetes, and rural women's "two cancers" examinations.
in 2024, health services for copd patients will be included in the national basic public health service program. local primary medical and health institutions will gradually establish "health records" for copd patients diagnosed in their jurisdictions, and provide free follow-up visits, routine examinations and other health services.
on the basis of the existing free health checkup program for the elderly, the national health commission encourages local governments to enrich health checkup programs for the elderly by optimizing family doctor contract service packages and "health points" exchange. for checkup programs with higher average costs, checkup can be implemented every 2 to 3 years or on a periodic basis. local governments should also actively guide the elderly aged 65 and above who undergo health checkups outside grassroots institutions to obtain continuous health management services at nearby grassroots institutions.
at the same time, all localities should strengthen weight management for key groups, and strengthen personalized consultation, guidance and intervention services for overweight and obese people found in the health services for children aged 0 to 6, pregnant women, people aged 65 and above, and patients with chronic diseases such as hypertension.
by 2024, the proportion of electronic health records of residents in counties in each province to be open to the public shall be no less than 40%. all localities should actively play the role of artificial intelligence and big data to provide personalized health education, follow-up appointments and other services for urban and rural residents. the national health commission encourages localities with conditions to equip primary medical and health institutions with digital intelligent equipment terminals to provide continuous and dynamic health monitoring services for patients in need; and upload them to electronic health records in a timely manner to facilitate medical staff to refer to them when carrying out personalized health services.
