after taking off his green military uniform, tang maogang transferred to the human resources and social security bureau of xingye county, yulin city, guangxi, and later served as the first secretary of the party organization of shihuai village, putang town, xingye county, and the president of the xingye county labor and personnel dispute arbitration court. he worked hard to do practical and good things for the villagers, helping shihuai village to get rid of poverty one year ahead of schedule; he became a "close friend" of the workers, allowing them to feel justice and warmth on the road of defending their rights.

taking root in the mountain village and leading the villagers out of poverty and into prosperity

tang maogang joined the army in december 2002 and served in the army for 12 years before retiring in 2015. in early 2016, tang maogang volunteered to participate in the village work, and the organization arranged for him to serve as the first secretary of the party organization in shihuai village, putang town. after completing two consecutive terms, he actively applied to the organization to continue to stay in shihuai village to carry out poverty alleviation work, and he has been doing it for more than five years.

"when i first arrived in the village, it was really different from what you imagined. there are many things to do in the village, and the work is very complicated. i was confused when i first arrived. what should i do?" tang maogang said. he secretly made up his mind to carry forward the fine style of the army, do his best, and do his job well.

since arriving in the village, tang maogang has inquired about the people's conditions, opinions and needs, and has understood the situation of shihuai village in less than a month. during his research, he found that the main causes of poverty among local poor households are illness, education, disability, lack of labor, lack of technology and lack of motivation for their own development.

faced with various difficulties, tang maogang said: "this is a battlefield without the smoke of gunpowder. we can only move forward and never retreat."

tang maogang united and led the "two committees" and a group of people, actively listened to the voices of the masses, identified the crux of the work, and worked hard on selecting and employing people. in order to get rid of the label of a poor village, tang maogang set an example in everything, worked personally, and formed a tacit understanding with the cadres of the two village committees in work, forming cohesion and enhancing combat effectiveness.

over the past five years, tang maogang has exchanged sincerity for sincerity, integrated with the villagers, and won their trust with practical work. he has hardened 4.8 kilometers of village roads, built three bridges, constructed 1,200 meters of standardized farmland mechanized farming roads and 1,200 meters of farmland irrigation canals, built stages, basketball courts, cultural rooms and installed street lights in all natural villages, and solved the problem of safe housing for 66 households through immigration relocation, renovation of dilapidated houses, and additional construction and repairs... the infrastructure of shihuai village has been continuously improved.

under the leadership of tang maogang, shihuai village has planted more than 1,000 mu of tangerines, mandarin oranges and passion fruit, and developed a number of characteristic industries such as pig farming, chicken farming, photovoltaics, and deep processing of agricultural products. the village's collective economy has grown from zero income in 2016 to 200,000 yuan in 2021. shihuai village was lifted out of poverty in 2017, one year ahead of schedule, and all 529 poor people in the village were lifted out of poverty by the end of 2019.

tang maogang not only pays attention to poverty alleviation through policies, but also to motivation. since 2017, shihuai village has actively carried out the activity of "poverty alleviation starts with motivation, aiding students and strengthening foundation", and established a student aid fund council in the village to give appropriate rewards to students who are admitted to universities and high schools every year, and to give certain rewards to the top three students in each class of shihuai primary school. the village has formed a good atmosphere of motivation, aiding students and striving for excellence, and the number of students admitted to high schools and universities in shihuai village has increased year by year.

adhere to justice and become an expert in labor and personnel dispute arbitration

in june 2021, tang maogang obeyed the organization's arrangements and left shihuai village where he had worked for more than five years, and went to serve as the director of the xingye county labor and personnel dispute arbitration commission.

"human resources and labor arbitration is like a carrying pole, with workers on one end and enterprises on the other. it requires both sufficient strength and balanced force." tang maogang said that the most important thing for an arbitrator is fairness and justice, and that he must uphold the dignity of the law and safeguard the rights and interests of workers and the interests of the enterprise.

tang maogang adheres to the belief of "guaranteeing fairness with impartiality and defending justice with righteousness" and takes "honesty builds integrity and arbitration for fairness" as his motto. he treats people who come to do business as relatives and insists on making rulings in accordance with laws and regulations no matter what time it is.

he took the initiative to go to the front line to popularize the law, provide employment guidance to enterprises, and act as a "caring person" for workers. he has repeatedly prompted the disputing parties to shake hands and make peace. in total, he has received more than 2,000 visitors, assisted in the mediation of disputes in enterprises 280 times, accepted 602 arbitration cases, with a 100% arbitration settlement rate and an 83.42% mediation success rate.

in 2023, tang maogang was also in charge of the work of the xingye county labor and social security supervision brigade. he was well aware of the importance of protecting the wages of migrant workers. he promoted labor laws and regulations through centralized, online, on-site and in enterprises and construction sites. he visited 100 enterprises in total, distributed more than 1,600 copies of labor laws and regulations publicity materials, including the "regulations on the payment of wages of migrant workers", "migrant workers' rights protection manual", and "guangxi pocket book on eradicating the problem of delays in wage arrears for migrant workers". a total of more than 2,000 people benefited, and more than 2 million yuan of labor remuneration was recovered for migrant workers in accordance with the law, protecting the wages of migrant workers.

"the army trained me, and now that i have returned to the local area, i will definitely give back to the society and serve the people well." tang maogang said that only by always putting the people in the highest position in our hearts, rooting the mass viewpoint and the mass line in our thoughts and implementing them in actions can we better embody the purpose of serving the people wholeheartedly and embody the life value of a retired soldier.

tang maogang is down-to-earth and serves the people with heart and soul, resolving disputes, and gradually growing from a "layman" in arbitration work to an expert in labor and personnel dispute arbitration. the arbitration award he organized and produced won the third prize of the 2022 guangxi labor and personnel dispute outstanding arbitration award.
