prior to this, xu xiaojian had been arrested at the end of march this year. it is understood that he had worked in the wuhan rural credit system for a long time, and was promoted to the party secretary of wuhan rural commercial bank at the end of 2015, and has been at the helm for more than six years since then.

serious violations of discipline and law were "double-opened"

according to the website of the wuhan municipal commission for discipline inspection and supervision, with the approval of the wuhan municipal party committee, the wuhan municipal commission for discipline inspection and supervision opened a case for review and investigation into xu xiaojian's serious violations of discipline and laws.

upon investigation, it was found that xu xiaojian had lost his ideals and beliefs, betrayed his original aspiration and mission, had a misplaced view of political achievements, and deviated from the requirements of high-quality financial development; he violated the spirit of the central eight regulations, accepted gifts, cash gifts, and consumption cards in violation of regulations, and long-term accepted golf activities arranged by those under his management and service.

at the same time, xu xiaojian deviated from the requirements of the organization and concealed and failed to report personal matters; he lost his integrity and used the housing of those he managed and served to engage in money-for-sex transactions; he abused his power and caused serious losses to national interests.

the notice also mentioned that xu xiaojian endorsed criminal gangs and acted as a "protective umbrella"; he relied on loans to make money and used loans for personal gain, and used his position to seek benefits for others in loan financing, business operations, etc., and illegally accepted huge amounts of property.

the notice stated that xu xiaojian seriously violated the party's political discipline, organizational discipline, discipline on integrity, discipline among the masses, and work discipline, constituted serious violations of duty and was suspected of crimes such as bribery, and did not restrain or stop after the 18th national congress of the communist party of china. the nature of his violations is serious and the impact is bad, and he should be dealt with seriously.

after research by the standing committee of the wuhan municipal commission for discipline inspection and approval by the wuhan municipal party committee, it was decided to expel xu xiaojian from the party; the wuhan municipal supervision commission will expel him from public office; confiscate his illegal gains; and transfer his suspected criminal case to the procuratorate for review and prosecution in accordance with the law, and the relevant property will be transferred together.

at the helm for more than six years

public information shows that xu xiaojian started working in 1979. he has served as deputy director and deputy secretary of the party committee of wuhan hongshan credit cooperative, director and secretary of the party committee of jiangnan credit cooperative, and deputy director and member of the party committee of wuhan rural credit cooperative union.

in september 2009, wuhan rural commercial bank was restructured and xu xiaojian became the bank's director, vice president, and member of the party committee. three years later, he was promoted to president, vice chairman, and deputy secretary of the party committee. during this period, he was also awarded the title of "wuhan economic person of the year" in 2012.

in november 2015, the wuhan municipal party committee organization department issued a pre-appointment notice stating that xu xiaojian was to be appointed as the chairman and party secretary of a municipal-controlled financial enterprise. he was subsequently promoted to the position of party secretary of wuhan rural commercial bank and later concurrently the chairman.

by june 2022, bai junwei, the former president of hankou bank, took over as the party secretary of wuhan rural commercial bank, and xu xiaojian was removed from his positions as party secretary, chairman, and director of the bank.

it is understood that wuhan rural commercial bank is the first sub-provincial capital city rural commercial bank in the country to be listed, and it is also the first rural commercial bank in the central region with assets and deposits exceeding 100 billion yuan. by the end of 2023, the bank's assets will exceed 429 billion yuan.

currently, the bank has a registered capital of nearly 6 billion yuan. wuhan optics valley financial holding group holds 9.98% of the shares, making it the largest shareholder; wuhan commerce group, wuhan electric power development company, and hubei xiangli assets are the second largest shareholders, each holding 7.56%.

before xu xiaojian, his old boss chen zanxiong had already been brought down, and the two had worked together for a long time.

it is understood that chen zanxiong worked in the industrial and commercial bank of china and the people's bank of china in his early years, and later served as assistant director and deputy director of the wuhan rural credit cooperative union, and served as the first president of wuhan rural commercial bank.

in 2012, chen zanxiong was appointed as the general manager, vice chairman and deputy secretary of the party committee of wuhan economic development investment group, and it was xu xiaojian who took over the position of president of wuhan rural commercial bank.

since then, chen zanxiong has successively served as the general manager of wuhan financial holding, the chairman of hubei financial leasing, and the chairman of wuhan financial holding. during this period, he has won many honors, including the "wuhan may 1st labor medal" in 2014, the "outstanding caring model entrepreneur" in 2017, and the "best leader of 2017" in wuhan.

in june 2023, chen zanxiong resigned as party secretary and chairman of wuhan financial holding, but was subsequently investigated. in february this year, according to wuhan qingfeng, chen zanxiong was "double-opened".

the wuhan municipal commission for discipline inspection and supervision reported that chen zanxiong had lost his ideals, beliefs and principles of party spirit, betrayed his duties and mission, failed to implement the party central committee’s decisions and arrangements on preventing and resolving financial risks, abandoned his main responsibility of comprehensively and strictly governing the party, and resisted organizational review.

in addition, chen zanxiong ignored the spirit of the central committee's eight regulations and accepted high-end gifts in violation of regulations; he breached the bottom line of integrity and obtained large returns through private lending; he abused his power and lent large sums of money in violation of regulations.

the notice also pointed out that chen zanxiong had no sense of discipline and law, was bold and reckless, and used his power to seek benefits for related companies in loan financing and other aspects. he colluded with others to accept huge amounts of money and property by inflating intermediary links and collecting agency fees.

the notice stated that chen zanxiong seriously violated the party's political discipline and discipline on integrity, constituted serious violations of duty and was suspected of bribery and abuse of power by state-owned company personnel.
