the deceased was 38 years old, luo moumou, the former party secretary of danzhai county education and science and technology bureau. more than four hours after the incident, 30-year-old chen moumou, a cadre of danzhai county education and science and technology bureau, was arrested. chen moumou suspected that his wife had cheated on luo moumou and held a grudge against him.

recently, a second-instance civil judgment of the guizhou high court on a dispute over the right to life was made public. the judgment shows that chen was sentenced to life imprisonment for intentional homicide. after luo's family sued for more than 1.24 million yuan in compensation, the court ordered chen to compensate luo's family 100,000 yuan.

according to the official report of danzhai county public security bureau on august 18, 2021, at about 8 am on july 2, 2021, a murder occurred in the danzhai county education and science and technology bureau, resulting in one death. after the public security organs made every effort to solve the case, the suspect chen (male, 30 years old, a cadre of danzhai county education and science and technology bureau) was arrested more than 4 hours after the incident. after investigation, chen suspected that his wife had an improper relationship with the deceased luo (male, 38 years old, former party secretary of danzhai county education and science and technology bureau), so he harbored a grudge and developed a revengeful mentality, and stabbed luo in his office, causing luo to bleed to death.

according to previous reports by the paper, it was learned from the trial scene and informed sources that chen’s wife was an employee of a bureau in danzhai county. in july 2020, she met luo, then secretary of the party committee of yahui township, danzhai county, because of her village assistance and inspection work. the two were later determined to be lovers. as of the time of the incident, luo had sex with chen’s wife many times. on the eve of the incident, luo drove chen’s wife home late at night and was discovered by chen. after returning home, chen beat his wife to make her admit to the affair.

on the morning of july 2 this year, chen brought three knives to the danzhai county education and science bureau and killed 38-year-old luo with knives. according to the appraisal of the judicial appraisal center of the danzhai county public security bureau, luo died of acute blood loss due to a sharp object piercing his heart.

the prosecution said that it recommended that chen be sentenced to death, but did not require immediate execution. the execution should be suspended for two years and political rights should be deprived for life.

this recently made public second-instance judgment on the right to life dispute shows that the first-instance trial of the intermediate people's court of qiandongnan miao and dong autonomous prefecture found that chen and shen got married in 2018. after the second half of 2020, chen suspected that shen had an affair because she often came home late. in the early morning of july 2, 2021, when chen returned home, he found that shen had not returned home yet, so he took a folding knife and waited for shen downstairs. at about 1 a.m. that day, chen saw shen riding luo's white toyota suv home, so he suspected that shen's cheating object was luo.

chen returned home and beat shen and interrogated her about the relationship between shen and luo. under chen's interrogation, shen admitted that she and luo were lovers. after beating his wife shen, the defendant chen asked his relatives to come to his home to help deal with the situation. chen's relatives sent shen to the hospital for treatment and persuaded chen.

at around 7:00 on july 2, 2021, chen took advantage of his relatives going out to change into camouflage clothes, put on a hat and a mask for disguise, and then took two butcher knives and a folding knife to the danzhai county education and science and technology bureau of guizhou province where luo worked to check. he found that luo had not yet arrived at the office, so he hid downstairs in the residential area where luo lived, waiting for an opportunity to retaliate, and then waited for the opportunity again because he was afraid of being discovered. at around 8:30, chen returned to the danzhai county education and science and technology bureau of guizhou province and found luo in his 201 office. he then rushed into the office with two butcher knives and stabbed luo. after being stabbed, luo ran out of the office and fell on the stairwell between the first and second floors and died.

according to the appraisal of danzhai county public security judicial appraisal center, luo moumou's heart was pierced by a sharp object, causing acute massive blood loss and death.

on january 12, 2022, chen was sentenced to life imprisonment by this court for intentional homicide.

luo's family claimed more than 1.24 million yuan in damages from chen. the court of first instance ruled that the defendant chen should compensate luo's family for their economic losses of 100,000 yuan. after luo's family appealed, the guizhou high court upheld the original verdict in the second instance.
