in order to have a more comprehensive understanding of the public's perception, evaluation and expectations for future development of china's scientific and technological innovation, in july 2024, the china survey and data center (nsrc) of renmin university of china conducted a nationwide questionnaire survey of 3,114 residents, mainly aged 18-60, to understand the public's awareness of scientific and technological innovation, and recently officially released the survey report.
the report shows that in terms of scientific and technological innovation achievements, the public showed a high level of recognition and satisfaction with the scientific and technological innovation results in the four fields of 5g communications, consumer internet, aerospace, and rail transit, with total scores of around 4.5 points, indicating that the scientific and technological innovation results in these fields have benefited everyone.
regarding the contributions of different innovation entities, the public has a high degree of recognition for the scientific research and innovation made by scientific research institutes, private enterprises, colleges and universities, and the government. professor xu xiang of the school of economics at the central university of finance and economics believes that private enterprises are in a more competitive market environment and therefore have a stronger internal motivation for innovation. we should further fully recognize the contributions of entrepreneurs, especially private entrepreneurs, to scientific and technological innovation.
in the evaluation of the innovative achievements of 30 companies, huawei, dji, and byd ranked in the first tier (with scores exceeding 4 points), and tencent, iflytek, xiaomi, etc. ranked in the second tier (with scores exceeding 3.7 points).
the report believes that this is related to the r&d intensity of enterprises. in 2023, the overall r&d intensity of private listed companies reached 3.75%, higher than the market average (2.21%). huawei and tencent, as the two companies with the highest r&d investment in china, invested more than 200 billion yuan in total last year, accounting for more than 5% of china's total social r&d investment, and ranked among the top 20 in the world.
regarding the survey result that many companies in shenzhen, guangdong ranked high, zhao zuoquan, a researcher at the institute of science and technology strategy consulting of the chinese academy of sciences, said that since the 1980s, entrepreneurs, entrepreneurial spirit and culture have brought a technological revolution to shenzhen, giving birth to a large number of high-tech companies such as huawei, byd and tencent, and realizing the transformation from a "blank" to a "technological highland". we must continue to encourage the spirit of innovation and entrepreneurship to flourish throughout the country and provide a good environment for innovators and entrepreneurs.
based on the survey results, the report researchers put forward five suggestions for the development of scientific and technological innovation:
first, further optimize the scientific and technological innovation environment and ecosystem, and promote the coordinated and integrated development of education, science and technology, and talents.
second, improve policies related to scientific and technological innovation and balance the relationship between development and security in scientific and technological innovation.
third, strengthen the leading role of enterprises in scientific and technological innovation, vigorously promote entrepreneurial spirit, establish a more complete positive incentive mechanism, and commend and reward enterprises and individuals that have made outstanding contributions in the field of scientific and technological innovation.
fourth, we should deepen international scientific and technological exchanges and cooperation and, on the premise of ensuring national security, promote high-level scientific and technological self-reliance and self-improvement through high-level opening up.
fifth, we should strengthen the construction of scientific and technological innovation culture, improve the public's scientific and technological literacy, strengthen the construction of scientific and technological innovation culture, cultivate an atmosphere that respects knowledge, encourages innovation, and tolerates failure, and create a broader social foundation for scientific and technological innovation.
