according to the notice, anyone who meets the requirements of article 8 of the notice of the maritime safety administration of the ministry of transport on issuing the measures for the management of shipborne dangerous goods declarants and container loading on-site inspectors (haiweifang [2017] no. 548, hereinafter referred to as the "measures for the management of the two personnel"), that is, anyone who is a citizen of the people's republic of china, is 18 years of age or above and has full civil capacity, can sign up for the assessment.

the assessment dates for the two personnel are as follows: first period: september 29, 2024. second period: september 30, 2024. each period is one day, and the specific subject time is as follows: 08:30-10:00, packaging; 10:30-12:00, container loading; 13:30-15:00, bulk liquids; 15:30-17:00, bulk solids.

the notice requires that applicants for assessment register through the "assessment of dangerous goods water transport practitioners" in the "maritime one-stop service platform". online registration will start at 12:00 on september 9, 2024, and end at 24:00 on september 13. when registering, candidates should mark the subjects for the assessment. the assessment subjects for declarants are packaging, bulk solids and bulk liquids (multiple choices are allowed); the assessment subject for packing site inspectors is container packing. from september 20 to 30, 2024, candidates can print the "admission ticket" by themselves on the "maritime one-stop service platform". this "two-member" assessment will be conducted in the form of computer-based assessment, and the maritime safety administration of the ministry of transport will organize the questions and formulate the scoring standards. applicants who register for the assessment must bring their original id card and the "admission ticket" (neither of which can be missing) and attend the assessment at the time and place indicated on the "admission ticket".

the notice pointed out that the shandong maritime safety administration will make examination arrangements according to the order of candidates' registration time, and adjust the examination area, examination site and examination period as appropriate. if the available seats in the jurisdiction are exceeded at the time of registration, applicants can choose to apply to other provinces.

for those who have been issued an "admission ticket" but fail to take the exam without a valid reason, their qualification for the "two members" assessment will be suspended for two years from the date of registration, and the suspension will be announced. if there is a sufficient reason to explain the reason for the absence, the applicant should submit a written explanation to the shandong maritime safety administration within 20 days after the end of the assessment to apply for the lifting of the restriction.

shandong maritime safety administration will publish the list of qualified candidates through its official website before november 4, 2024. candidates can log in to the "maritime one-stop service platform" to view their scores. if there is any objection to the assessment results, it will be handled in accordance with article 12 of the "two-member management measures".

this assessment does not charge any fees. shandong maritime safety administration does not organize or use other units to organize pre-exam training for a fee.
