standardize law enforcement and aim at the "first kilometer" of efficient supervision. first, carry out law enforcement inspections in depth. in accordance with the working principles of "precision, scientific and standardized", implement the "double random, one public" law enforcement inspection system and the big data smart supervision platform spot check system, and carry out comprehensive law enforcement inspections on the operation of pollution prevention and control facilities, pollutant emissions, and the implementation of pollution discharge permits of enterprises, with the goal of helping enterprises solve problems and doing a good job in helping enterprises. since 2024, more than 80 double random inspection tasks and more than 110 big wisdom daily inspection tasks have been completed, and more than 110 problems have been found, all of which have been rectified. second, deepen the linkage of departments. strengthen information sharing among relevant departments, enhance cross-departmental exchanges and cooperation, carry out joint law enforcement inspections, actively play the advantages of joint law enforcement of departments, change "single fight" to "cooperative operations", and achieve "enter one door, check multiple things", strengthen law enforcement synergy through departmental coordination and linkage, minimize interference with normal production activities of enterprises, and effectively reduce the burden on enterprises. third, thoroughly implement "delivering the law to the door". in accordance with the principles of "whoever enforces the law shall popularize the law", "whoever is in charge shall popularize the law", and "whoever provides services shall popularize the law", we adhere to the idea of popularizing the law of "education internally and publicity externally", and carry out publicity of laws, regulations and rules and regulations related to ecological environmental protection throughout the entire process of law enforcement inspection. we proactively answer questions and explain the law to enterprises, help them find signs of problems, eliminate potential violations, reduce the risk of violations, further improve the ecological environmental management level of enterprise producers and operators, and ensure that supervision and law enforcement are both powerful and warm, creating a good environment for law enforcement and law-abiding. so far, more than 600 popularization materials such as manuals and promotional pages for sending laws to enterprises have been distributed, 5 activities such as ecological environmental policy business training have been carried out, and more than 200 enterprises have been served.
make up for the shortcomings and consolidate the theoretical support for the "middle kilometer". the first is to learn laws and regulations. adhere to the principle of "learning to promote effectiveness, and using examinations to promote learning and strengthen skills", actively participate in lectures and training by relevant legal and business experts, earnestly study the "environmental protection law of the people's republic of china" and "regulations on pollutant discharge permit management" and other professional legal and regulatory knowledge, strengthen the awareness of administrative law enforcement personnel to learn and use laws, improve the level of administrative law enforcement work and professional ability, organize relevant staff to complete online tests such as the rule of law ability test, and create a strong learning atmosphere of "learning from each other, catching up, helping each other and surpassing each other". the second is to learn business knowledge. continuously improve law enforcement capabilities, encourage law enforcement personnel to "learn from books, learn from comrades, and learn from experts", use knowledge and theory to guide law enforcement practice, effectively improve business capabilities and law enforcement levels, strengthen on-the-job training and learning, improve the ability of law enforcement personnel to find and solve problems, improve the level of preparation of investigation and handling materials, improve the quality of case handling, and achieve "promoting by learning and explaining the law by cases". the third is to learn theoretical practice. relying on the practical training base for ecological and environmental law enforcement, we will carry out practical training on a regular basis, continuously improve the standardization level of ecological and environmental law enforcement, promote the application of new technologies and new equipment in law enforcement, promote the improvement of corporate environmental management level, promote the further integration of ecological and environmental law enforcement theory and practice, strengthen the responsibilities of relevant departments, coordinate internally, strengthen cooperation, and resolutely achieve "full system efforts, excellence in all indicators, and improvement in all fields", and strive to build an iron army of ecological and environmental law enforcement that enforces the law in accordance with the law and in a standardized manner.
empowered by science and technology, we will walk the "last mile" of grassroots environmental protection steadily. the first is to build a supervision platform. broaden the thinking, promote reform and innovation of environmental supervision, build a water environment supervision platform in daiyue district, and take the lead in establishing a three-layer and five-level environmental protection supervision system of "district-town-management area-village-environmental protection officer" in the city, and build a chain network management model of "block management, chain network refinement, and responsibility to people". covering 15 towns and streets, 2 parks, and 484 administrative villages in the district, equip grassroots environmental protection officers with mobile terminals to jointly complete the service work of the chain network management system, forming a chain network environmental protection governance pattern that is horizontal to the edge, vertical to the bottom, linked up and down, and jointly managed. the second is to clarify the division of responsibilities. give full play to the role of grassroots environmental protection officers as "front-line scouts", conduct uninterrupted inspections in various towns and villages, and upload on-site problems such as breeding, domestic sewage, river sections, and straw burning bans in various villages to the supervision platform after discovering them, and promptly handle and feedback the received problems, so as to achieve an effective closed-loop processing of "full information sharing, full coverage of supervision, early detection of problems, and early disposal of violations". since the operation of the chain network management system, a total of 25,184 inspections have been carried out at 790 inspection points, and 186 problems have been found, all of which have been resolved. the third is to strengthen training and guidance. regularly carry out a series of training for grassroots environmental protection personnel, fully mobilize and give full play to grassroots environmental protection forces, extend the environmental protection "tentacles" at the grassroots level, increase the assessment and dispatch of environmental protection personnel, and build an environmental supervision pattern of "assigning people, assigning responsibilities, fulfilling responsibilities, and holding people accountable". take advantage of "getting closer and seeing more clearly", urge environmental protection personnel to implement inspection tasks, teach the grassroots "how to do it", drive the grassroots to "follow suit", promote the solution of grassroots environmental supervision problems, and form a strong joint force for pollution prevention and control. so far, 9 training sessions have been held for grassroots environmental protection personnel, and more than 400 people have been trained.
