lin zhoumin said that in 2018, li wenzong was the director of mayor ko wen-je's office, and he personally believed that li wenzong was not qualified to interfere with the urban development bureau's review of the "big dome" case. however, during many urban design reviews of the "big dome", li wenzong represented the mayor in the urban review meeting to "supervise the entire process" and even requested to change the "urban review meeting minutes."

lin zhoumin said that li wenzong's forceful and malicious interference seriously violated taiwan's civil service system, which can be summed up in two words: "hateful." he was asked to change the meeting minutes. "of course i didn't change it! i don't have to change it, and i can't change it. at that time, my colleagues, including two deputy directors, civil servants from the construction management office, assisted me in handling the taipei dome business for a long time. they also disagreed with li wenzong's forceful and malicious interference. i have no evidence to prove my words now, but the political affairs office has my written statement in april 2019."

lin zhoumin further revealed that when ko wen-je was confirmed to be re-elected at the end of 2018, li wen-chung also asked him to resign from the post of director of the urban development bureau, and even asked him to resign on the grounds of poor implementation of public housing, too strict audit of the "taipei dome" on farglory, and leaking the figures of public housing construction by the urban development bureau to his opponent ting shou-chung. however, he refuted his rebuttal one by one.
