we have received the "request for the approval of the construction project of the right bank ground switch station and supporting facilities of the xiluodu hydropower station" (zhaoshifa gaijichu [2024] no. 206) and relevant materials from the zhaotong municipal development and reform commission. in accordance with the "notice of the state council on issuing the catalogue of government-approved investment projects (2016 edition)" (guofa [2016] no. 72), the "administrative measures for the approval and filing of enterprise investment projects" (revised by the national development and reform commission order no. 1 of 2023), the "notice of the people's government of yunnan province on issuing the catalogue of government-approved investment projects (yunnan province 2016 edition)" (yunnan government [2017] no. 17), and the "notice of the people's government of yunnan province on issuing the implementation measures for the approval and filing of enterprise investment projects in yunnan province" (yunnan government regulation [2023] no. 2), combined with the review opinions of the provincial energy bureau, after research, the approval of the xiluodu hydropower station right bank ground switch station and supporting facilities construction project (project code: 2407-530000-04-02-914086) is hereby approved as follows:
1. the yongshan 500 kv grid reinforcement project has been included in the national "14th five-year plan" power plan. taking into account the production safety and construction coordination of the xiluodu hydropower station in operation, the project is divided into grid-side sub-items and power station-side sub-items. the grid-side sub-item is the yongshan 500 kv grid reinforcement project, which is implemented by yunnan power grid co., ltd.; the power station-side sub-item is the xiluodu hydropower station right bank ground switch station and supporting facilities construction project is implemented by the yongshan xiluodu power plant of the three gorges jinsha river chuanyun hydropower development co., ltd. the construction of the xiluodu hydropower station right bank ground switch station and supporting facilities construction project is conducive to improving the flexibility and reliability of power transmission from the xiluodu hydropower station and improving the safety and stability of the regional power grid. as the project legal person, the yongshan xiluodu power plant of the three gorges jinsha river chuanyun hydropower development co., ltd. is responsible for project construction, operation and repayment of loan principal and interest.

iii. project construction content and scale
1. switch station scale
in this phase, a new ground 500 kv switch station with a total of 15 switches will be built on the right bank of xiluodu.
(ii) ice melting device
a set of ice-melting isolating switches are installed on the xiluodu right bank ground switch station side of the 500 kv b line from the xiluodu right bank ground switch station to the ganding.
4. the total investment of the project is rmb 227.41 million. the project adopts full capital and is self-raised by the project legal person.
5. this project has been evaluated by the state electric power planning and design institute and is in compliance with national industrial policies and energy conservation requirements. the project design, construction and operation meet national environmental protection standards. please take effective measures to reduce energy consumption and improve efficiency.
6. the project has obtained the required supporting documents
this project is constructed within the scope of xiluodu hydropower station, and the land real estate certificate has been obtained, and no new construction land will be added.
(1) “receipt of registration and filing of social stability risk assessment report on the right bank ground switch station and supporting facilities construction project of xiluodu hydropower station” issued by the political and legal affairs committee of yongshan county cpc committee.
(ii) notice on issuing the review opinion on the feasibility study report of the construction project of the right bank ground switch station and supporting facilities of the xiluodu hydropower station (electric power grid [2024] no. 1269) issued by china electric power planning and design institute.
7. the survey, design, construction, supervision and procurement of important equipment and materials related to the project construction shall be subject to bidding in accordance with relevant national regulations. the bidding method shall be open bidding and the bidding organization form shall be entrusted bidding. this project is an investment project that must be tendered according to law. its bidding and procurement activities must be included in the public resource trading platform and transparent management and sunshine transactions shall be implemented. the project legal person shall strengthen contact with relevant administrative supervision departments and organize bidding work in accordance with the law in the public resource trading center that has been built in yunnan province.
8. the legal person of the project shall truthfully submit the basic information of the project such as commencement of construction, construction progress, and completion through the online platform. the basic information of the project commencement shall be reported before the project commences, the basic information of the dynamic progress of the project construction shall be reported annually after the project commences, and the basic information of the project completion shall be reported after the project is completed.
ix. please strictly follow the requirements of relevant laws, regulations and standards such as the "construction project quality management regulations" (state council order no. 279), "electric power construction project construction safety supervision and management measures" (national development and reform commission order no. 28) and "electric power construction project construction safety management guidelines" (nb/t10096-2018), earnestly fulfill the main responsibility for production safety, do a good job in construction safety management and project quality control, and effectively prevent the occurrence of production safety and quality accidents. please ask the provincial energy bureau to strengthen the supervision and management of the project in terms of construction safety and project quality, and put an end to illegal construction and other behaviors.
10. if any adjustment is required to the relevant contents stipulated in the approval document of this project, please report it to our commission in writing in a timely manner and handle it in accordance with relevant regulations.
xi. this approval document is valid for 2 years, starting from the date of issuance. if the project has not started construction within the validity period of the approval, the project should apply to the commission for an extension 30 days before the expiration of the validity period. if the project has not started construction and has not applied for an extension within the validity period of the approval, or if an extension is applied but not approved, this approval document will automatically become invalid.

1. the 500 kv taian transformer expansion project has been included in the national "14th five-year plan" power plan. the construction of this project will meet the regional demand for new energy power transmission and improve the regional power grid's new energy collection and transmission capacity. yunnan power grid co., ltd., as the project legal person, is responsible for project construction, operation and repayment of loan principal and interest.
2. construction location
yulong naxi autonomous county, lijiang city.
iii. project construction content and scale
(i) 500 kv taian substation expansion main transformer project
the 500 kv tai'an substation will be expanded with a 750 mva main transformer in this phase, and no new outgoing lines will be added in this phase.
(ii) construction of supporting secondary system engineering
4. the total investment of the project is rmb 87.92 million, with 20% of the capital raised by the project legal person and the rest by bank loans.
5. this project has been evaluated by the state electric power planning and design institute and is in compliance with national industrial policies and energy conservation requirements. the project design, construction and operation meet national environmental protection standards. please take effective measures to reduce energy consumption and improve efficiency.
6. the project has obtained the required supporting documents
the expanded main transformer of this project is built within the substation area for which land formalities have been completed, the land real estate certificate has been obtained, and no new construction land will be added.
(1) the yulong naxi autonomous county party committee’s political and legal affairs committee’s “yulong county major events social stability risk assessment work registration form”.
(2) report on the review of the feasibility study report on the expansion of the 500 kv tai’an substation main transformer project (electric power planning and grid [2024] no. 776) issued by china electric power planning and design institute.
(3) china southern power grid company’s “approval of the feasibility study report on the expansion of the 500 kv tai’an transformer project in yunnan” (china southern power grid planning [2024] no. 88).

1. the 500 kv pu'er to simao line project has been included in the national "14th five-year plan" power plan. the construction of this project will enhance the power support capacity of the nuozadu hydropower station for the province, meet the needs of regional load development, and improve power supply reliability. yunnan power grid co., ltd. and china southern power grid co., ltd. ultra-high voltage transmission company, as the project legal person, are responsible for project construction, operation and repayment of loan principal and interest.
2. construction location
simao district, pu'er city.
iii. project construction content and scale
1. substation expansion project
the simao interval expansion project of pu'er converter station and the 500 kv simao transformer pu'er interval expansion project will each expand one 500 kv outgoing line interval.
(ii) line engineering
in this phase, the third 500 kv pu'er to simao line was newly built. the length of the new line is about 34 kilometers. among them, the simao transformer substation section of about 1 kilometer adopts double-circuit construction on the same tower, and the rest adopts single-circuit construction.
(iii) construction of supporting communication optical cables and secondary system engineering
4. the total dynamic investment of the project is rmb 192.18 million. the dynamic investment of the 500 kv simao-pu'er interval expansion project and the newly built pu'er converter station-simao-simao third 500 kv line project is rmb 159.33 million, which will be invested and constructed by yunnan power grid co., ltd.; the dynamic investment of the pu'er converter station simao interval expansion project is rmb 32.85 million, which will be invested and constructed by china southern power grid co., ltd. ultra-high voltage transmission company. the capital ratio is 20%, which will be raised by the project legal person, and the rest will be solved by bank loans.
5. this project has been evaluated by the southern power grid energy research institute and is in compliance with national industrial policies and energy-saving requirements. the project design, construction and operation meet national environmental protection standards. please take effective measures to reduce energy consumption and improve efficiency.
6. the project has obtained the required supporting documents
the 500 kv simao substation to pu'er interval expansion project is being constructed within the walls of simao substation, and the simao interval expansion project of pu'er converter station is being constructed within the walls of pu'er converter station. both have obtained land real estate ownership certificates and no new construction land will be added.
