pan tao, male, was born in november 1970 in wusheng, sichuan. he was formerly deputy secretary of the party committee of shipan township, wusheng county, guang'an city, deputy secretary of the party committee and secretary of the discipline inspection commission of xinxue township, deputy secretary of the party committee and mayor of longting township, and secretary of the party committee of gujiang township. in march 2023, he was subject to disciplinary review and supervision investigation by the wusheng county discipline inspection commission and supervision commission.

in september 2023, pan tao was expelled from the party and removed from public office for serious violations of party discipline, violations of duty and suspected crimes. in the same month, he was sentenced to three years and three months in prison and fined rmb 300,000 for the crimes of embezzlement and bribery.

in january 2020, the wusheng county emergency management bureau and the county finance bureau jointly issued a document to distribute the 2019 natural disaster relief funds, providing subsidies for food, clothing, heating and other difficulties faced by disaster victims during the winter and spring. according to the plan,gujiang township has 180,000 yuan in relief funds, and the former party secretary of the township, pan tao, was responsible for organizing the distribution.this money was originally "emergency money" for the victimshowever, when the document was first issued, pan tao had a "wrong idea".

"since there are relatively few people affected in gujiang township, after discussion,decided to withdraw part of the relief funds to subsidize other expenses of the townshippan tao consulted with yin moumou (who has been dealt with in another case), the then township head, and decided that in addition to the funds distributed to the actual disaster victims, the "extra" money would be used for other township expenses.
