on august 26, sichuan officially issued the "several policy measures on further supporting large-scale equipment renewal and consumer goods trade-in", which comprehensively upgraded the subsidy policy for consumer goods trade-in, mainly covering seven aspects: automobile scrapping and replacement, electric bicycle trade-in, home appliance trade-in, home furnishing renewal, support for the construction of a renewable resource recycling system, and implementation of consumer credit fiscal interest subsidies. on august 30, the reporter learned from the sichuan provincial department of commerce that the intensity and scope of this policy are greater than before.
according to the policy, sichuan's subsidy standards for scrapping and updating new energy vehicles and fuel vehicles have been increased from 10,000 yuan and 7,000 yuan to 20,000 yuan and 15,000 yuan respectively, and the subsidy funds for home appliances have been increased from 10% of the sales price to 20%. the above subsidy standards have reached the highest point in sichuan's history.
a relevant person in charge from the sichuan provincial department of commerce introduced that in the past, only the scrapping and renewal of automobiles and the trade-in of old home appliances were supported. this time, sichuan will expand the scope to car replacement and renewal, electric bicycle trade-in, renovation of old houses and kitchen and bathroom renovation, home adaptation for the elderly, smart home consumption and other aspects.
for example, electric bicycles can be subsidized if individual consumers scrap their old electric bicycles and purchase and register new electric bicycles that comply with relevant regulations. for example, the purchase of computers, water heaters, water dispensers, water purifiers, dishwashers, steam ovens and other home appliances are also included in the subsidy scope this time, which will fully meet everyone's various replacement needs.
it is understood that the seven policies for the old-for-new exchange of consumer goods will be implemented uniformly until december 31, and the specific preferential policies include the following aspects.
car scrapping update:between april 24, 2024 and december 31, 2024, individual consumers who scrap fuel passenger cars with national emission standards of iii or below or new energy passenger cars registered before april 30, 2018 (inclusive) will be given a one-time fixed subsidy of rmb 20,000 and rmb 15,000 respectively to purchase eligible new energy passenger cars or fuel passenger cars with a displacement of 2.0 liters or less. the corresponding scrapped cars should be registered in the individual's name before july 25, 2024.
car replacement update:between august 26, 2024 and december 31, 2024, individual consumers who transfer their sichuan licensed new energy passenger cars or fuel passenger cars and purchase new new energy passenger cars or fuel passenger cars with a displacement of 2.0 liters or less in the province, and the new cars are registered and licensed in the province and are non-operating, will be given a one-time fixed subsidy of 10,000 yuan and 7,000 yuan respectively. each consumer is limited to subsidizing one new car. the transferred car must be registered in the name of the individual before august 26, 2024.
electric bicycle trade-in:between august 26, 2024 and december 31, 2024, individual consumers who scrap their old electric bicycles and purchase and register new electric bicycles that comply with relevant regulations can enjoy a subsidy of 15% or 20% of the sales price of the new bicycle, depending on the type of scrapped battery, up to a maximum of rmb 500. each consumer is limited to subsidizing one new bicycle.
home appliance trade-in:subsidies will be provided to individual consumers who purchase 16 types of household appliances, including refrigerators (freezers), washing machines (dryers), televisions, air conditioners, computers, water heaters, household stoves (integrated stoves), range hoods, projectors, water dispensers, water purifiers, dishwashers, steam ovens, disinfection cabinets, and air purifiers. subsidies of 15%-20% of the product sales price will be provided according to different energy efficiency or water efficiency standards. each consumer can subsidize one product of each type, and the subsidy for each product shall not exceed rmb 2,000.
home furnishing renovation:the consumption vouchers will be distributed in batches, categories and grades for 12 types of old house renovation, kitchen and bathroom and other partial renovation products, including beds, mattresses, sofas, tea tables, cabinets, wardrobes, bookcases, dining tables and chairs, desks and chairs, showers, lamps, and decoration materials; 9 types of smart home products, including sweeping robots, smart toilets (lids), vacuum cleaners, floor washers, garbage disposals, speakers (boxes), smart door locks, smart sofas, and smart beds; and 6 types of aging-friendly renovation products, including nursing beds, emergency call devices, smart mattresses, smart surveillance cameras, wheelchairs (walkers), and hearing aids. the maximum discount rate is up to 30%.
in order to better serve consumers in exchanging old items for new ones, sichuan has also extended the implementation period of the consumer credit financial subsidy policy and provided more subsidies.
among them, for offline consumer loans of one year or more issued by banking institutions to residents in the province from april 1 to december 31, 2024, and the loan purpose is to purchase four types of goods: car purchase, electronic products, housing decoration, and home appliances, furniture and durable goods, the financial department will provide residents with a one-year one-time interest subsidy at an annual interest rate of 1.5%, with a single loan amount not exceeding 3,000 yuan. residents can enjoy up to two loan interest subsidy supports across the province.
in addition, in order to truly solve the problem of "inconvenience in recycling old for new" that the people have long complained about, sichuan also encourages all types of qualified enterprises to transform and improve the recycling and utilization system of renewable resources. for those who complete the new (renovation) construction of recycling points with an area of more than 30 square meters, transfer stations with an area of more than 500 square meters, and sorting centers with an area of more than 5,000 square meters before the end of the year, and realize standardized and normalized management, digital operation and traceability management, 30% of their investment amount that meets the requirements will be awarded instead of subsidies, with a maximum of no more than 50,000 yuan, 1 million yuan and 5 million yuan respectively.
it is also understood that in order to create a good consumption atmosphere, the third china (sichuan) international panda consumption festival is scheduled to be launched in late september this year. during the consumption festival, sichuan specialty products such as sichuan wine, sichuan tea, sichuan cuisine, and sichuan medicinal materials will be focused on for consumers across the country, and 100 million yuan of "shu li anyi" consumption coupons will be issued. at the same time, various business associations and market entities in sichuan will continue to hold more than 1,000 consumption promotion activities. departments such as commerce, agriculture, culture and tourism, education, and sports will also be deeply linked, focusing on cultural and creative, tourism, performing arts, sports, research, e-sports and other sub-industries to implement "consumption +" promotion activities with different themes. in addition, the 80 new consumption scenes of "shu li anyi" selected in 2023 and 2024 will be used as carriers to carry out various forms of people-friendly promotion activities to create a "heat map" of consumption in the province.
