august 29th is the national surveying and mapping law publicity day. the zhengzhou metro "surveying and mapping" special train, loaded with "surveying and mapping science knowledge", departed to showcase the new achievements made in henan's surveying and mapping in recent years.
a provincial satellite navigation and positioning reference service system with the highest national standards, the most stations and the highest density has been built; the "henan no. 1" satellite was launched, making henan the second province in the national natural resources system to have its own satellite; and by putting the big data of natural resources into one platform and one map, henan has become one of the most dynamic provinces in the country in terms of surveying, mapping and geographic information.
laying the foundation: henan space-time model emerges
the towering taihang mountains, the mighty yellow river, the densely packed urban buildings, the interweaving roads…with just a click of the mouse, you can appreciate the beauty of the central plains in the digital world.
"what you see is what you get. we can build a skyscraper from scratch in the digital world. this is the result of real-life 3d technology," said wang junsheng, director of the surveying, mapping and geographic information management division of the provincial department of natural resources.
in 2023, our province issued the "overall implementation plan for the construction of real-scenery 3d henan (2023-2025)", proposing to achieve terrain-level real-scene 3d coverage across the entire province by 2025.
today, the construction of real-life three-dimensional henan is progressing steadily. the province has built a three-dimensional geographical scene of 142,000 square kilometers, and the mountains and rivers of the central plains are real and three-dimensional and within reach.

what is a satellite navigation and positioning reference service system? simply put, it is a device for receiving, processing and distributing satellite signals. in order to adapt to my country's beidou-3 satellite, starting from 2022, our province has upgraded and renovated satellite navigation and positioning reference stations across the province, and finally built a new generation of henan province satellite navigation and positioning reference service system consisting of 246 standard unified satellite navigation and positioning reference stations and 1 provincial data processing and distribution center.
at present, the benchmark service system provides solid data support for many fields such as natural resource survey and monitoring, natural resource rights confirmation, mine governance, and geological disaster monitoring.
building tall buildings - making data faster and stronger
on august 10, 2022, the "henan-1" satellite was successfully launched at the taiyuan satellite launch center, and the vast space welcomed the first "henan star".
with a resolution of 0.75 meters and full coverage every two months, the henan-1 satellite can clearly identify every car on the ground at an altitude of more than 500 kilometers.
the changes brought about by the "henan no. 1" satellite are most deeply felt by law enforcement personnel in the province's natural resources system: the bimonthly coverage of sub-meter-level high-resolution images across the entire region has made dynamic remote sensing monitoring faster and faster, providing strong technical support for precise law enforcement.
in order to better promote the sharing and use of remote sensing data, the provincial surveying, mapping and geographic information technology center guided the provincial remote sensing institute to independently develop the henan natural resources satellite application cloud service system.
"the system brings together more than 10 years of remote sensing image resources from across the province, and realizes one-stop query and application, sharing and distribution, online services, monitoring and application of massive remote sensing data," said li guoqing, deputy director and senior engineer of the provincial remote sensing institute. "through this system, users can use satellite data as conveniently as using water and electricity."

the vitality of data lies in its application, but it is not easy to apply complex data well.
in 2023, henan will be the first province in the country to achieve the domestic replacement of the basic information platform for land and space, and build the henan provincial basic information platform for land and space and the "one map" implementation supervision information system for spatial planning.
"in the past, whenever we urgently needed certain data, we had to coordinate back and forth with various departments. now, on the national land space basic information platform, we can not only view and call data at any time, but also ensure the accuracy of the data, saving time and effort." said zhao guojun, chief of the surveying and mapping geographic information management section of the luohe municipal natural resources and planning bureau.
according to statistics, henan province's land and space basic information platform has integrated more than 10,000 items of various spatiotemporal data resources across the province. in accordance with the principle of "whoever produces, is responsible", it has established a data resource catalog and data update and maintenance mechanism that collaborates horizontally across businesses and industries, and vertically between provinces, cities and counties to ensure the freshness and authority of the data.
data drives application. the use of the “one map” of henan province’s land and space planning supervision information system can realize the analysis and evaluation of land and space planning, and can also use the model to monitor and warn the carrying capacity of resources and the environment.
"we will further enhance our independent innovation and research and development capabilities, continue to do a good job in surveying and mapping and geographic information, and use geographic information data elements to support and guarantee high-quality economic and social development." said jing zhigang, member of the party leadership group and deputy director of the provincial department of natural resources.
