upon investigation, it was found that ma jingde had lost his ideals and beliefs and had betrayed his original aspirations and mission.poor political conduct, buying and reading banned books, spreading political rumors on the internet, and engaging in superstitious activities to vent personal anger; violating organizational principles, concealing and not reporting personal matters,illegal participation in a spontaneously formed alumni association; losing integrity, accepting property that may affect the impartial performance of official duties, engaging in profit-making activities in violation of regulations,engage in power-for-sex transactions; lack of personal morality; violated national laws and regulations; harmed the public interest for personal gain, and colluded with others to embezzle public property in huge amounts; his greed expanded, and he sought benefits for others in project contracting and other aspects, and illegally accepted huge amounts of property.

ma jingde seriously violated the party's discipline, constituted a serious violation of duty and was suspected of corruption and bribery, and did not stop after the 18th cpc national congress. the nature of his behavior is serious and the impact is bad, so he should be severely punished. in accordance with the relevant provisions of the "regulations on disciplinary actions of the communist party of china", "supervision law of the people's republic of china", "administrative punishment law of the people's republic of china for public officials", etc., after the chengdu municipal commission for discipline inspection standing committee meeting studied and reported to the chengdu municipal committee for approval,it was decided to expel ma jingde from the party and cancel his benefits in accordance with regulations.; the suspected criminal cases will be transferred to the procuratorial organs for examination and prosecution in accordance with the law, and the related property will be transferred together.

according to his public resume, ma jingde is a male of han nationality.born in february 1957, born in qingdao, shandong province, with a bachelor's degree, started working in march 1972, and joined the communist party of china in october 1986.

from march 1972 to july 1995, he worked successively in a research institute of the ministry of aerospace and chengdu paper net factory.

from july 1995 to december 2006, he served as director of chengdu paper net factory, deputy director of the light industry and textile bureau of wenjiang county, chengdu city, party secretary and director of the county planning and economic bureau, secretary of the county (district) development planning working committee, party secretary and director of the county (district) development planning bureau, director of the wenjiang district key project office, and director of the district party committee office.

in december 2006, ma jingde was appointed as a member of the party leadership group and deputy director of the standing committee of the wenjiang district people's congress of chengdu; from december 2016 to march 2017, he worked in the standing committee of the wenjiang district people's congress of chengdu.

ma jingde retired in march 2017. nearly seven years later, on february 7 this year, news broke that he was under investigation.
