Liu Junfeng introduced that in order to implement the strictest arable land protection system, strictly observe the arable land red line, ensure food security, and fully mobilize the enthusiasm and initiative of all counties (cities, districts) and municipal development zones to protect arable land, in accordance with the deployment requirements of the Provincial Party Committee and the Provincial Government on establishing and improving the arable land protection compensation mechanism, in 2021, with the approval of the Binzhou Municipal Government, the Binzhou Municipal Natural Resources and Planning Bureau and the Municipal Finance Bureau jointly issued the "Binzhou City Cultivated Land Protection Incentive Measures" (hereinafter referred to as the "Measures"). The municipal finance allocates an annual budget of 10 million yuan to reward 20 townships with outstanding results in arable land protection. The implementation of the "Measures" has effectively promoted the development of arable land protection throughout the city.
This year, Binzhou City was rated as a provincial city for incentives for farmland protection, and received 30 million yuan in reward funds and 600 mu of new land use quotas. The Binzhou Natural Resources and Planning Bureau, together with the Municipal Finance Bureau, referred to the newly revised "Shandong Province Farmland Protection Incentive Measures" and revised and improved the original Binzhou "Measures" based on full research, demonstration and extensive solicitation of opinions. After being reviewed by the Standing Committee of the Municipal Government, the "Measures" were officially issued and implemented on August 13.
The Measures contain 10 articles in total, and the main revisions are as follows:
First, the recipients and content of the awards have changed. Instead of awarding 20 towns each year, the top five counties (cities, districts) and municipal development zones will be commended and given financial and quota rewards. The 1st to 5th places will be awarded in two tiers: the 1st and 2nd places will be in the first tier, and the 3rd, 4th and 5th places will be in the second tier, with a certain amount of funds and additional construction land quotas awarded respectively. The funds will be used for farmland and permanent basic farmland management, saline-alkali land transformation and utilization and other farmland protection-related work.
Second, five situations in which the award qualification will be cancelled are further clarified. ① The actual cultivated land area has decreased compared with the previous year, or the non-cultivated land area within the permanent basic farmland has increased compared with the previous year; ② The cultivated land occupation and compensation balance has not been implemented, and the supplementary cultivated land in the county at the end of the assessment period is negative; ③ The county has been interviewed or held accountable during the land satellite image law enforcement and the national natural resources inspection and forest inspection; ④ Violating the will of the masses, infringing on the rights and interests of farmers, etc., causing major negative public opinion and adverse social impact; ⑤ The problems of "non-agriculturalization" and "non-grainization" of cultivated land are prominent, and there are indeed major illegal and irregular facts of land, causing major adverse effects, and the award qualification will be cancelled.
Third, we optimized the reward evaluation standards and made the fund allocation method more scientific and reasonable. We took into full consideration the factors such as the cultivated land reserves of each county (city, district) and municipal development zone, the permanent basic farmland protection tasks and the rectification of illegal land use, and worked with the Municipal Finance Bureau to formulate incentive allocation plans in different grades to implement the reward of funds and construction land indicators.
The revision of the Measures will further consolidate the main responsibility of the county-level Party committee and government for farmland protection, and play a positive role in strengthening farmland protection in the city, strictly observing the red line of farmland, and increasing rectification of illegal land use. At the same time, the new incentive mechanism can also improve the enthusiasm of the county level, so that counties (cities, districts) and municipal development zones with outstanding farmland protection results can be "praised" politically, "benefited" economically, and "guaranteed" in development. In the next step, the Binzhou Municipal Natural Resources and Planning Bureau will work with the Municipal Finance Bureau to complete the selection of incentives for farmland protection as soon as possible according to the Measures, and implement the reward of funds and construction land indicators.
