According to his public resume, Li Jiping was born in 1955 in Dalian, Liaoning Province. He is a senior economist. He worked at the China Construction Bank from 1983 to 1994. He started working at the China Development Bank in March 1994, and served as director of the Policy Research Office of the China Development Bank from 1999 to 2003. He served as president of the Sichuan Branch of the China Development Bank from 2003 to 2007.

Li Jiping served as vice president of CDB from September 2008 to January 2016. On March 13, 2024, Li Jiping was investigated, more than eight years after he stepped down as vice president of CDB.

From April to June 2023, the China Development Bank, as the first round of inspection targets of the 20th Central Committee, was subject to a "look back" inspection. During and after the inspection, former vice presidents Zhou Qingyu and Wang Yongsheng were investigated one after another.

According to the website of the Central Commission for Discipline Inspection and the National Supervisory Commission on May 19, 2023, Zhou Qingyu, former member of the Party Committee and Deputy President of the China Development Bank, is suspected of serious violations of discipline and laws and is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.

According to the website of the Central Commission for Discipline Inspection and the National Supervisory Commission on July 20, 2023, Wang Yongsheng, former member of the Party Committee and vice president of the China Development Bank, is suspected of serious violations of discipline and law and is currently under disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission. According to his public resume, Wang Yongsheng was appointed vice president of the China Development Bank in May 2011 and retired in early 2018. He worked with Li Jiping for nearly five years.

Justice.cn reporters noticed that both Li Jiping and Wang Yongsheng were subordinates of the "financial tiger" Hu Huaibang. Hu Huaibang served as the party secretary and chairman of the China Development Bank from April 2013 to September 2018. According to the website of the Central Commission for Discipline Inspection and the National Supervisory Commission on July 31, 2019, Hu Huaibang was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission. In January 2021, the first instance of Hu Huaibang's bribery case was sentenced. The court sentenced him to life imprisonment for the crime of accepting bribes, deprived him of political rights for life, and confiscated all his personal property. Hu Huaibang expressed his acceptance of the verdict in court and did not appeal.

According to the website of the Central Commission for Discipline Inspection and the National Supervisory Commission on August 1, 2024, Li Jiping, former member of the Party Committee and Deputy President of the China Development Bank, was expelled from the Party for serious violations of discipline and laws.

The notice stated that Li Jiping had lost his ideals and beliefs, betrayed his original aspiration and mission, and engaged in superstitious activities; he violated the spirit of the Central Committee's eight regulations and accepted banquets in violation of regulations; he violated organizational principles and interfered and intervened in the recruitment and promotion of employees in financial institutions, polluting the political environment; he lost his integrity and accepted gifts and money on a large scale, illegally owned shares in non-listed companies, and engaged in money and sex transactions; he alienated the public power granted by the Party and the people into a tool for personal gain, used his position to make profits for others in loan financing, business operations, etc., and illegally accepted huge amounts of property.

Li Jiping seriously violated the party's political discipline, organizational discipline and discipline on integrity, constituted a serious duty violation and was suspected of bribery, and did not stop after the 18th CPC National Congress. The nature of his behavior is serious and the impact is bad, and he should be dealt with seriously. In accordance with the relevant provisions of the "Regulations on Disciplinary Actions of the Communist Party of China", "Supervision Law of the People's Republic of China", "Administrative Punishment Law of the People's Republic of China for Public Officials" and other relevant regulations, after research by the Standing Committee of the Central Commission for Discipline Inspection and approval by the CPC Central Committee, it was decided to expel Li Jiping from the party; cancel the benefits he enjoyed according to regulations; confiscate his illegal gains; and transfer his suspected criminal issues to the procuratorate for examination and prosecution in accordance with the law, and transfer the relevant property together.
