On August 23, the Nanjing Municipal Development and Reform Commission released the "Nanjing Municipal Development and Reform Commission's Announcement on the Hearing on Nanjing's Tap Water Price Adjustment and Policy Optimization" (No. 2) on the government website, stating that a hearing on tap water price adjustment and policy optimization will be held on September 12, 2024. The list of participants in the hearing and the key points of the hearing plan were announced.
According to the relevant person in charge of the Municipal Development and Reform Commission, as of 18:00 on August 16, a total of 54 consumer participants had signed up for the hearing, exceeding the required number. In accordance with the "Regulations on Government Price Hearings", on the morning of August 19, the Municipal Development and Reform Commission entrusted the Nanjing Notary Office to conduct a notarized lottery to determine 18 consumer participants, 5 substitutes for consumer participants, and 5 observers for the hearing. In addition, the Municipal Development and Reform Commission hired or entrusted relevant departments to recommend 1 operator participant, 1 other stakeholder participant, 2 expert and scholar participants, 1 municipal people's congress representative and 1 municipal CPPCC member participant, 2 government department participants, and 1 social organization participant.
The relevant person in charge of the Municipal Development and Reform Commission also introduced that in order to implement the national and provincial requirements for regulating the price management of the urban water supply industry, rationalize the water supply price, establish and improve the price mechanism of "allowable cost plus reasonable profit", give play to the role of price lever in regulating supply and demand, promote water conservation and protection of water resources, improve water supply safety and service guarantee capabilities, and promote the healthy, high-quality and sustainable development of the water supply industry, the Municipal Development and Reform Commission has drawn on the practices of similar cities and formulated a plan for adjusting the price and optimizing the policy of tap water in our city. This round of tap water price adjustment and optimization involves the entire city (including the six main urban districts, Jiangbei New District, Liuhe District, Pukou District, Jiangning District, Lishui District, and Gaochun District), and is implemented simultaneously in accordance with the "citywide coordination and coordination of various water supply areas". The prices of domestic water, non-residential water, and special water for households in Nanjing are the same in the city.
Announcement No. 2 announced to the public the main contents of the water supply price adjustment and policy optimization plan for the six main urban districts, including four aspects.
First, optimize the price ratio of various water supply and water use. According to the "Implementation Rules for Urban Water Supply Price Management in Jiangsu Province", the three-tier water price difference of 1:1.5:3 for residential water remains unchanged. The price ratio of the first tier of residential water and the water supply price of non-residential users who implement the residential water price remains unchanged at 1:1.11. The price ratio of the first tier of residential water, non-residential water, and special water in the six main urban districts was adjusted from 1:1.18:1.87 to 1:1.3:3.
Second, improve the water consumption policy for residential water use. Based on a household population of 3, the annual water consumption limits for the first, second, and third tiers are adjusted from 180 cubic meters (inclusive) or less, 180-300 cubic meters (inclusive), and more than 300 cubic meters per household per year to 200 cubic meters (inclusive), 200-270 cubic meters (inclusive), and more than 270 cubic meters per household per year. The annual water consumption limits for the first and second tiers for users with a population of 4 or more are adjusted from 60 cubic meters per household for each additional person to 65 cubic meters and 85 cubic meters per person per year.
The third is to adjust the water supply price standard. According to the relevant national and provincial regulations on urban water supply price management and sewage treatment fee collection requirements, the six main urban districts supplied by Nanjing Water Group Co., Ltd. only adjusted the water supply price, and the water resource fee and sewage treatment fee collected along with the water supply price remained unchanged. Due to the adjustment of water supply prices, the price standards for various types of water to households were adjusted simultaneously.
The water supply prices for the first tier (including residential combined meter users), second tier, and third tier of residential water supply will be adjusted from RMB 1.42/cubic meter, RMB 2.13/cubic meter, and RMB 4.26/cubic meter to RMB 1.80/cubic meter, RMB 2.70/cubic meter, and RMB 5.40/cubic meter. The water supply price for non-residential users who implement the residential water price will be adjusted from RMB 1.57/cubic meter to RMB 2.00/cubic meter. The water supply price for non-residential water will be adjusted from RMB 1.67/cubic meter to RMB 2.34/cubic meter. The water supply price for special water will be adjusted from RMB 2.65/cubic meter to RMB 5.40/cubic meter.

Fourth, we will increase preferential treatment for families in need. To reduce the burden of living for the needy, the annual subsidy of 50 yuan per household will be adjusted to 200 cubic meters of water supply price exemption per household per year (water resource fee and sewage treatment fee will not be exempted) for families of urban and rural subsistence allowance recipients, urban and rural special hardship support recipients, and registered special hardship workers identified by the Federation of Trade Unions.
The reporter learned that the adjustment plan announced this time is the first adjustment in 12 years. The annual water consumption standard of the first-tier household (3 people) has increased by 20 cubic meters, and the household price has been raised from 3.04 yuan per cubic meter to 3.42 yuan, an increase of 0.38 yuan per cubic meter, an increase of 12.5%. According to the water sales volume of Nanjing Water Group Co., Ltd. in 2023, 89.02% of households have an annual water consumption of less than 200 cubic meters in the first-tier, and the water fee expenditure of first-tier users will increase by an average of up to 5.7 yuan per month. Overall, the impact on household water expenditure is limited.
For example, a household 1 (3 people) consumes 160 cubic meters of water in 2023. According to the current policy, the annual water fee expenditure is 160*3.04=486.4 (yuan); according to the price adjustment plan, the annual water fee expenditure is 160*3.42=547.2 (yuan), and the annual water fee expenditure will increase by 547.2-486.4=60.8 (yuan), and the average monthly water fee expenditure will increase by 60.8/12=5.07 (yuan).
Household 2 (3 people) consumes 200 cubic meters of water in 2023. According to the current policy, the annual water fee expenditure is 180*3.04+(200-180)*3.75=622.2 (yuan); according to the price adjustment plan, the annual water fee expenditure is 200*3.42=684 (yuan), and the annual water fee expenditure will increase by 684-622.2=61.8 (yuan), and the average monthly water fee expenditure will increase by 61.8/12=5.15 (yuan).
