"There is fishing on the Mudanjiang Road Bridge, please go and deal with it." At 8:30 a.m. on August 22, staff from the Luohe City Management Smart Dispatch Platform discovered through video surveillance patrols that two citizens were occupying the bridge deck to fish, and immediately issued an enforcement order through the platform.
In less than 8 minutes, law enforcement officers from the Demonstration Zone Brigade of the Municipal Urban Management Comprehensive Law Enforcement Detachment arrived at the scene, stopped the illegal fishing, educated him on the law, and issued a penalty ticket through the small amount of urban management law enforcement penalty instrument. The citizen fully realized his wrong behavior, paid the fine, packed up his fishing gear, and quickly left the bridge.
"Every summer and autumn, some anglers take advantage of the cool and convenient location of the bridge deck to illegally fish on the sidewalks on the bridge deck, affecting traffic safety on the bridge deck. In this regard, we mainly use persuasion and admonition, and punish anglers who park their vehicles indiscriminately and place tables, chairs, and fishing gear that affect the cityscape." Gao Yang, captain of the Demonstration Zone Brigade of the Municipal Urban Management Comprehensive Law Enforcement Detachment, introduced that rectifying illegal fishing on bridge decks has become a routine task of the brigade. Every morning and evening, they will organize law enforcement personnel to patrol the relevant bridge decks, and promptly dissuade anglers when they see them. After recent governance, the phenomenon of occupying bridge decks for fishing has been curbed, and when anglers see law enforcement personnel, they will "know what's good for them" and put away their belongings and evacuate the bridge.
It is understood that Shahe River and Lihe River run through the entire Luohe River and meet in the urban area. The bridges across the river are the only way for people on both sides of the river to pass through, and have also become a beautiful and beautiful landscape in the city. However, part of the bridge deck has become a fishing platform for some anglers. One person sets up more than ten fishing rods, and bait, small stools, backpacks and other tools are placed messily next to the guardrails; there are even citizens who set up umbrellas and sheds on the bridge deck, and bicycles and electric vehicles are parked in a mess, which seriously affects road traffic and there is a risk of falling off the bridge and drowning. Luohe Urban Management Department, in accordance with relevant laws and regulations, legally persuades anglers on the bridge to leave, and punishes those who park their vehicles indiscriminately and those who affect the city appearance.
At the beginning of this year, the Municipal Urban Management Bureau further optimized the smart urban management cameras on cross-river bridges to strengthen the management of fishing on the bridge deck, and implemented 360-degree intelligent management to solve the management blind spot problem. So far, urban management law enforcement officers have persuaded 396 anglers to leave, and punished more than 70 anglers who parked their vehicles indiscriminately and affected the city appearance.
The relevant person in charge of the Municipal Urban Management Bureau said: "We will continue to maintain normal daily supervision, increase inspections, and resolutely stop fishing and street vendors on the bridge to ensure the safety and smooth flow of the bridge. At the same time, we call on all citizens to remember that fishing on the bridge can easily cause accidents and hurt others and yourself, so don't test the law." (Cui Fuxin and Li Jinke)
